Veteran squads are seperate troops, they can't be led by a platoon command squad. Each squad counts as a seperate troops choice.
Don't go overboard on the plasma guns, they are expensive, and not all that great.
MoO is OK, but scatters so much it's hardly ever worth taking him.
Also the long minimum range makes Basilisks not really worth it on a 1500 pts gaming table.
Go for Leman Russ battle tanks to add some AV14 meat, add a few meltaguns to counter AV14 or take a Vendetta instead of the Valk. Oh, and don't take the heavy bolters on either one.

3 x Plasma and Lascannon is a very, very expensive setup. This is a huge chunk of your army, but they're still essentially only T3 5+ troops and will die very easily. There are much better ways to field Lascannons (Vendettas, Heavy Weapon Squads).
Two things I have noticed about your army is the lack of anti-tank and the lack of mobility. You're essentially playing a static gunline army and against fast-moving forces like Eldar or any mechanised army you will be toast. Consider adding some Chimeras to get yourself moving about a little as well as some additional protection.
You have the Vendetta, which is okay anti-tank, and some Veteran Lascannons. But Lascannons are inferior to Melta. Use Autocannons to punch through transports and Melta for heavy armour.

I like the basilisk as a unit so I am trying to sort of build it as the centerpiece of my army. Is there anyway to build a 1500 point army around it?
HQ: Drop the Plasma Pistol. While it doesn't really matter if your other guys fry themselves, losing your Commander can be a big deal because you lose the ability to issue orders. Otherwise good. If you're not in a Chimera (they could use one of the Vet ones if they go in one of the Vendettas), try to find the points for some Camo Cloaks.
Platoon: Great. Be aware that the Heavy Weapon Squad is part of this Platoon (it counts as one troops choice). Always put your HWS in cover, always. 3 x T3 models can be very fragile. One lucky Multilaser (S6 Heavy3) could wipe the whole squad out (S6 will instant-death T3 models). Just something to watch out for.
Fast Attack: Great.
Heavy: I would recommend having these in seperate units. In a squadron, you are more vulnerable to glancing hits (Immobilised destroys you). The only time I would squadron units is if I had already filled all the Heavy Support slots and needed to fit an extra tank in.
Overall, I like the list a lot.
HQ: Not a big fan of that many plasmas in a command squad. But thats just me not liking the "Gets Hot!" rule screwing me over.
Troops: Fine here. The only thing I would change is either get another HWS or just drop it cause a lone HWS will not live long.
Fast Attack: Good choice. Just keep them seperate
Heavy Support: Im fine with it. Just keep them seperate.
Not a big fan of Bassies really. Minimum range is too short so you're forced to fire directly, exposing your fragile AV12 open-topped chassis. On top of that, S9 AP3 is is virtually no better than S8 AP3 from a LRBT and a lot worse than S10 AP2 from the Demolisher or Medusa.
If you want to use them, consider converting them into any of the other (better) artillery units. Same model, just modify the barrel or something similar. 2 Medusas and a Collossus would be quite nasty.
Don't bother with single HWS, they're too easy to kill off. Never stick lascannons in there, you won't get to use orders and they cost a ton. Autocannons are the better pick, Vendettas get lascannons way cheaper and twin-linked to boot.
Fielding 3 artillery tanks, 2 Vendettas, and a boat load of infantry will give you a gunline type army: very static, very shooty. It's not a bad idea, but some mobile units to seize objectives and keep the enemy away from your valuable shooters would be useful. Vets in Chimeras, Hellhound variants, allied GKs, even a blob of assaulty stubborn guardsmen will help a lot here.

Bump that up to 3 Vendettas or 2 Vendettas and 1 Valk.. or throw in a Chimera.. Just add one more transport and you'll be mobile enough.
By the way, I think throwing heavy bolters onto a Vendetta or a Valkyrie is fine enough. They're so cheap on them, it's criminal. And what's wrong with not moving your Vendettas? They're sitting back and sniping with their lascannons anyway. They should only move if something is outflanking them, but for the first few turns they should be far enough away from stuff that they shouldn't have to move much, if at all.
And I'm a big proponent of having mass plasmas in command squads. I don't think competitive mechvets care about orders. Who cares if a couple die to "gets hot!". You're guard. Your infantry die and this is nothing new. Your HQ is nothing special so you don't have to protect it like mad. It's just a smaller vet squad. Treat it as such. Plasma is the deadliest infantry weapon out there with better range and twice the firepower of melta.
Lets say you have 4 plasma guns in a CCS. If you unload against AV12 you will, on average, glance or pen twice. It's pretty decent. With 4 meltas you're averaging 2 or 3 pens. Meltas are better against vehicles, sure, but plasma is WAY better against heavy infantry and MCs. A CCS w/4 plasma guns and a plasma pistol will, on average, down a full strength carnifex in a single salvo.
Plasma is good on run of the mill veterans but the melta on a CCS is more flexible. The CCS in a chimera can still order itself about which is a viscious volume of twin linked fire (insta gib on all vehicles, save for lame holo fields). Then the melta insta gibs the ubiquitous t4 MEQ and threatens wraithlords and other higher str MCs. I'm not saying the plasma is inferior just that melta can take better advantage of orders.

Hey guys thanks for all the feedback, How would you recommend getting meltas and plasmas seeing as they dont come with any standard boxes except the ccs?
