Last Tournament had 5 Space Marine, 2 Eldar, 2 Tau, 2 Ig, 2 Chaos Marine, and 1 Dark Eldar armies. This tournament will probably include a couple more SM armies, a Necron army, and one or two Ork armies.
Master of the Forge- 120
Tactical x10- 240
Tactical x10- 200
Ironclad Dreadnought- 165
Hunter Killer Missile x2
Thunderfire Cannon- 100
Land Raider- 250
Since Ill assume he's running in the Land raider with the marines you can also add force dome into the mix. Considering the likely opponents you'll face , Null zone may be less useful here. Also, if you decide to take "vortex of doom", remember that the bast is centered on the librarian if he fails his psy test, use unit coherence to your advantage.

not a bad list at all i agree with the motf bein on a bike if you possibly can why not think about gate of infinity for your librarian you could use him as a fire fighter then if you wanted to force weapon something to death or even to move a combat squad around its so useful its unbeliveabley good. null zone isnt worth it unless your fighting demons really why not try sneaking some sternguard to body guard tthe libby and use the old gates of infinity trick on them??
