I assume from heavy weapons you play a defensive stationary guard. If you are quite mobile then drop em as they are wasted.
Personally I would drop the MoO and Medipack for a chimera or another infantry platoon. I would also take 2 Hellhounds as removing cover saves is excellent in 5th, and a Basilisks range is somewhat wasted in 1000 points.

I see the theme you're going for, but Mortars suck :/
Autocannons are your best bet for infantry heavy weapons. Cheap, long range, and flexible.
MoO is a joke, too inaccurate.
Ditch the medipacks, no use on T3 dudes.
Don't squadron if you can't help it, take Demos over normal Russes.
Any artillery is better than a Bassie.

Mortars have done much for me ^_^

but i have dropped the MoO and medpack
but Basilisk is nice, direct fire is like a cheap LR ^_^
and the to LR covers its flanks
and LRs are now Demo and not in squadron, never was
[30man meatshield] (+ commissar for stubbern)
Bassies are cheaper than a Russ, but for 25pts extra you're getting AV14 front, AV13 sides and it's not open topped. Thats alot for 25pts.
im at work so i cant show what i put in insted and dont remember... but i choose to do the LRD BSK LRD thang ^_^
I would like to know what armies you regulary play against, how big a board you use and how much cover there is.
Because in normal sized games with normal cover and a good mix of armies, there are things that do the job better than what you have.
