- 10 w/ bolters

- You must set fire to water or you will be extinguished.
Swap your HQ for Pedro Kantor. if you are going to use 30 sternguard then they may as well count as scoring.
Drop the dread to a MM/HF landspeeder to pay for the upgrade.
Quorn! - Protein for the Protein God.
Your Scouts need Sniper Rifles, Bolters are useless. Drop them to man squads to save points and objective camp with them.
Buy Pedro as Madcat said.
Drop the MLs on the Sternguard, they won't be staying still and it removes their Bolter w/ Special Ammo which is the only reason to take them. Upgrade to maybe 4-5 Combi-Meltas and a Powerfist.
Drop the TH to a PF if you need points.
Go MM on Dreads and Pod them. Much more useful to your army.
Lot of changes but hope they help.
