There's two reasons I like this list, 1 it's a good list. 2 for once it's not a Blood Angel list!!!

    HQ:
Like it. I'm guessing the Librarian is going to be Gating the Stern Guard around. Let me know how that goes as i've just built the same unit.

    TROOPS:
Stern Guard: Good good. 20 Sternguard coming at you is going to be one scary prospect indeed.

Scouts: A good objective grabber. Telion is expensive though and i'll loose him to get some more bodies for the unit. Combat squadding some scouts on/near objectives is pretty handy.

    HEAVY:
Devastators. While nasty they are Very Very expensive and i'm not sure they're a good use of your points. Weird thing is, a 5 man Stern Guard unit with 2 Lascannons is cheaper than a Devastator squad with 2 Lascannons. Plus they've got and extra attack and in your list they're scoring.
I'd change those Devastators into "Veteran" Devastator squads. 3 Squads with the same Weapon Load out. It'll give you the same fire power but you'll have 3 Scoring units holding back and you might even save some points somewhere along the line.

    Like so.....
    5 Sternguard - 2 Lascannon - 155pts
    5 Sternguard - 2 Lascannon - 155pts
    5 Sternguard - 2 Plasma cannon - 145pts
You loose 2 Plasma cannon shots but you gain 61pts and 3 more scoring units.

I think Drop Pods would be a better way to deploy Sternguard; guaranteed rapid-firing on Turn 1 with special ammo is hard to beat. Change their Rhinos to DPs and drop one of the Devastator squads for a Dreadnought in a third Drop Pod. That'll give you two Pods on turn 1 and a third pod for reinforcement. Use any leftover points to bulk out the Scout Squad; Telion is worth protecting.

    Otherwise, the list looks fine.
