Ok, here is my army in its infancy. I want to know what's wrong with it. I'm still trying to wade through learning so please give me constructive criticism. Pull no punches!
2 ten man tactical squads
one squad has melta and missiles the other has melta and plasma and both have Sergeants with plas pistol and chain-sword
5 man terminators, each with storm-bolter and power fist and the sergeant has a storm bolter and a power sword
10 man assault squad
5 man devastator, 4 of the squad are armed with 2 missile launchers, a multi-melta, and a heavy bolter. the sarge with plas and chain sword
a 4 bike squad
a 2 bike one attack bike squad
A captain with terminator armor, a stormbolter and power sword
Does the second squad have a meltagun and a plasma cannon? Or a multimelta and a plasmagun? If it's both meltagun and plasmagun, the unit is illegal (unless playing Space Wolves), as you can only have 1 special and 1 heavy weapon per Tac. Also, the Sergeants will benefit much more from having a bolt pistal and power weapon, as opposed to plasma pistol and chain sword. Those one shot AP2 before charging are nothing compared to the armour ignoring attacks once in combat (read assault rules to find out why, it's all about combat resolution)2 ten man tactical squads
one squad has melta and missiles the other has melta and plasma and both have Sergeants with plas pistol and chain-swordThis squad really really really needs an Assault Cannon or Cyclone Missile Launcher. The general consensus is that TH/SS Assault Termies are better, but old school Dakka Termies are still great, IMO, they just need that heavy weapon in there!5 man terminators, each with storm-bolter and power fist and the sergeant has a storm bolter and a power swordSergeant needs a power weapon, you might consider a flamer in there as well. Those templates are great at thinning the hordes if you can set yourself up to cover multiple units / perform a multiple assault.10 man assault squadThis unit is sort of working against itself, but it is playable. If you have a plasma cannon, consider swapping the multimelta for that.. it'll be a bit more coherent (and IMO the multi's are better on tac squads, who are more likely to move around.) Devastators are considered to be too expensive, though. You may consider just holding onto these models to add heavy weapons to your tac squads as your expand your army.5 man devastator, 4 of the squad are armed with 2 missile launchers, a multi-melta, and a heavy bolter. the sarge with plas and chain swordThe second unit is illegal. You need three bikes, and then you can add an attack bike to the unit. Either consider combining the unit (preferred option), or if you need to keep the models spread apart for some reason, 3 bikes + 3 bikes and an attack bike.a 4 bike squad
a 2 bike one attack bike squadLooks good, though I'll recommend purchasing a Terminator Librarian, they're a bit cheaper and provide much more utility for your army (2 psychic powers, psychic hood, and force weapon)A captain with terminator armor, a stormbolter and power sword
For future purchases, I recommend buying two razor backs for your tactical squads. I say razorbacks because the kit is only $5 more than the Rhino kit, and allow you the option to remove the turret weapon and field it as a rhino if you so choose. Of course, you can't glue the turret weapon to the hull if you plan to do that though I also recommend never gluing weapons to vehicles, but pinning them on instead (there's plenty of guides around the internet) to allow you to swap out your weapons as needed.
If you want 2x bike squads, purchase another attack bike, to have 2x squads of 3x bikes and 1x attack bike. You'll also want special weapons for those bikes, they're great delivery methods for melta spam (GW sells a sprue with 5x(I think?) meltaguns for rather cheap. Great way to add a few extra special weapons to your list.
And finally, in place of the devastators, you could consider either a Vindicator or Predator. My money is on the Vindi, but Dakka Preds (Autocannon + Heavy Bolter Sponsons) are SUPER cheap points wise, and add a good deal extra mobile firepower to your lists.
Hope this helps! And sorry if my sentences are a bit run-on, I just woke up, and haven't had any coffee yet
I've recently become a fan of this thing called Dubstep. And you should too.

Sorry for the long delay. I appreciate the response and I am working on a new list as I type this. Thanks for the aid.
