Hey Iron Marines.
It is preferred that points costs of un-upgraded units (such as transports and special characters) are not posted. Please refrain from doing so in the future.

At 1.5k two Special Characters are FAR too many points. I wouldn't even suggest taking two HQ until a higher points level but especially not in 1500. The way your list is build I suggest sticking with Kantor, as you won't have to swap in another Tactical squad that way (though it would be a good idea if you ask me).
On sternguard, your greatest strength is those sexy bolter rounds, taking plasma guns loses that benefit for marginally better hitting power. Instead I suggest using combi-plasma if you want the plasma shots. This way you can get plasma punch without losing custom-round versatility, making your squad stronger in the long run.
Without a decent weapon no the sergeant, your Assault squad won't be killing much. I'd say give him a powerfist instead of the meltabombs, that way you have a reliable weapon against all targets, not just vehicles. Powerfists on your tactical squad sergeants would also not go amiss, as that way you would have a hope of getting out of combat with monstrous creatures and other nasty CC units (or at least make a show of it while your marines get cut down).
This list is very light in anti-horde, you don't have many bodies to produce massed attacks and your weapons don't have a great amount of fire output. Throwing a flamer or two in would be a strong decision and you don't even have to pay extra on your tac squads! Get another rhino for your other tactical squad.
Against an opponent with say, a Land Raider...your done.
Drop one of the HQ. If not both. Preferably Pedro. Take a tank for the pts. Like a vindi.
10 Sternguard is too many as well for me usually, but I can see why you want that in this list.

Just to reinforce the others pointers rather than adda nything of my own.
Ditch Shrike. I'm guessing you're taking Pedro for the combat tactics so there really is no real reason for taking shrike. Ditch him and maybe replace him with a Jump Pack Chaplin to make the assault squad somethign ansty.
10 Stern guard are fine if you're going to drop pod them. They can pod down, combat squad and target multiple units and turn them into paste. However you really do need some more combi weapons in there to make that dream work. Ditch the Plasma guns and take Combi weapons as well. A Powerfist on the Serge wouldn't go amis either.
Dreads: You'd be better off with an Assault Cannon/Twin Autocannon. I really like the option of having the CCW though. You'd be suprised how many times a big scary str10 fella comes in handy.
These guys could do with some love. A transport for both maybe and the serges could do with a power weapon of some variety. Fists are the most useful. If you want a cheap hold back and claim objectives squad, consider some scouts.
As Alzer mentioned, these guys could do with a Powerfist. A Flamer wouldn't be a bad thing to have either.
