This is my first army and in terms of models I've almost got this completely rounded out. I've designed it to be effective against all forces, but I see my weakness being Marines. I'd like to hear what any of you think.
Company Cmd. Squad with 2x Meltaguns [70 pts]
Platoon Cmd. Squad with 2x Meltas 
2 Infantry Squads with a Grenade and Missile Launcher in each [70+70]
Veteran Squad with 3 Meltas 
Valkyrie with Multiple Rocket Pod and HB Sponsons 
At lower point values, I find the Primaris Psyker a good HQ to use. It's cheap and effective, especially if it rides in a chimera (or with some veterans).
Also, you might want to look into Marbo. In my opinion, he's one of the best models for the points.
For Fast Attack, at this point level, Scout Sentinels with Autocannons are a great buy. Able to fire on the move, outflank and generally mess with vehicle side/rear armor makes them a good buy (not to mention they're dirt cheap points wise).
If you're going for this list because you have the models already, I'd swap out the missile launchers for autocannons and maybe find a way to give someone a chimera. At this level, you're likely not going to see much heavy armor (Land raiders, AV13-14), but you are likely to see a lot of AV 10, 11, 12, which autocannons are pretty good at taking out (and chimeras can help some here as well with a multilaser turret).

I like Psykers but I'm playing a bit fluffy so lore wise i'm not sure I'd want to use a Psyker, but I will look at the rules again. Marbo is going in, I'm just not sure what size list I'd be willing to include him with.
I do like auto-cannons, but I also like the versatility of the missile launcher; I want to try a few games with each and see how I feel about it. I had planned on including a Hydra or two later on for some disgusting AA support and the occasional infantry mauling though. In order to diversify I might want to keep the ML's in the infantry squads and the AC's on vehicles.
I looked again at the rules for the Valkyrie vs the Chimera. I have one of each (Valk Unass Chi assem) and I would agree with your assertion that a Chimera would be better at lower points, seems risky to put a quarter of my army into one unit. Although the Valk gives me wood I think I can wait to include it in a larger list.
Don't get me wrong, Valkyries/Vendettas are great. I think you'll find them a little fragile at lower point value lists.
Fair enough with the psyker. The CCS is great and orders are a good bonus. For them to take full advantage of this, the chimera is great (added mobility, can still order issues inside the vehicle).
Marbo is deadly in most army lists, but he really makes an impact at anything less than 1500 pts in my opinion. Especially if you're playing marines or another smaller "elite" force (you drop that demo charge on a squad of elites and their army is crying).
Understandable on the missile launchers as well. The versatility is great, you may end up finding that the IG ballistic skill can really put you in a bind if you roll badly (which I am prone to do).
As a final thought, there's nothing better to test an army list than to play it. Just keep putting the list up and see how it goes and tweak it as you learn!
