1.)Has anyone ever deployed scout Snipers without the camo cloaks? Was it effective, did it make a difference?
2.) If I do deploy with cloaks and I deploy a tech marine as well, can I take a 3+ Fortification cover save and bolster its defenses to 2+ with the tech marine and then if the scouts DO have the camo cloaks, make it a 1+, essentially granting them always save bc you cant roll less than a one?
first all, you posted in the wrong section. but to answer your questions;
1) The 3+ cover save makes a good difference. Snipers should always have cloaks.
2) You start off with a 4+ cover, take camo cloaks it goes to 3+. add a techmarine and bolster defense and you get 2+. It will never drop below 2+. You can only bolster a ruin, not a fortification.
BRB states a roll of 1 always fails. You cannot have a 1+ Save.

The effectiveness between a 2+ and a 3+ cover save is always situational. Does your opponent have a lot of anti-infantry firepower? Then yes. Does he have lots of high-speed assaulting units? Then no. Do you field a small Scout unit or a big one? Then yes for the small squad, to help them avoid leadership tests while they're close to your board edge.
Since you're curious, you CAN get a 1+ cover save if you go to ground with camo Scouts in fortified terrain. FalcosMarines and Polaria are right, however; doing so is pointless.
