    Which HQ?

So, my 1500 points Space Wolves army is as follows:

    HQ
    Bjorn the Fell-Handed - 270

    Rune Priest - 100

    Troops
    Grey Hunters - 185
9 hunters, meltagun, wolf standard, rhino
    Grey Hunters - 185
9 hunters, meltagun, wolf standard, rhino
    Grey Hunters - 185
9 hunters, meltagun, wolf standard, rhino

    Elites
    Wolf Guard - 129
    x3 powerfist, combi-melta

    Heavy Support
    Long Fangs - 220
2 Lascannon, 2 Missile Launcher, razorback w/ TL Lascannon
    Long Fangs - 220
2 Lascannon, 2 Missile Launcher, razorback w/ TL Lascannon

    Total -- 1494

My dilemma is, I also like the list with this HQ and Wolf Guard added:

    HQ
    Wolf Lord - 225
Runic Armour, Thunderhammer, Storm Shield, Wolftooth necklace, Saga of the
    Warrior Born

    Troops
    Grey Hunters - 185
9 hunters, meltagun, wolf standard, rhino
    Grey Hunters - 185
9 hunters, meltagun, wolf standard, rhino
    Grey Hunters - 185
9 hunters, meltagun, wolf standard, rhino

    Elites
    Wolf Guard - 280
    x3 powerfist, combi-melta
x1 terminator armour, frost blade, storm shield
x1 terminator armour, assault cannon, storm shield, Mark of the Wulfen
    Heavy Support
    Long Fangs - 220
2 Lascannon, 2 Missile Launcher, razorback w/ TL Lascannon
    Long Fangs - 220
2 Lascannon, 2 Missile Launcher, razorback w/ TL Lascannon

    Total -- 1500

So, which list is better? Should I go with different choices all together? What should I do?

Bjorn is generally accepted as a waste of points in a competative Space Wolf list, and I would agree. I like the first list better, but I would drop Bjorn and 1 Grey Hunter out of each squad. That way they are 8 man squads (That way you can put the Wolf Gaurd and an IC with them). Next, 2 more Rune Priests. So you will have a total of 3 Rune Priests, one for each squad. Personally I like to rune my Priests like this:

    Rune Priest
    -Living Lightning, Murderous Hurricane, Chooser
    Rune Priest
    -Living Lightning, Jaws, Melta Bombs
    Rune Priest
    -Living Lightning, Storm Caller

Armies: Space Wolves, Imperial Guard, Emperors Children, Necrons, Eldar

Psykers in general are good HQ picks for marine armies, but Rune Priests are even better then normal. Their Runic Weapons come out a touch better then Force Hoods, and they have some of the best powers in the game. I *always* run 2 of them in my own SW lists.

I know that when you think SW you automatically think Bjorn, but he is nor really worth his points. In a themed/fun list, you could go for him, but in a competitive setting he is nothing but a pointssink. As said above, the Rune Priest is a very able HQ choice. For its points it's one of the best you can find. Their powers are better than the generic librarians too. The lascannons on the long fangs are good, but I prefer to take ML on all of them for the sake of duality.

    So, something more like this?

    HQ
    Rune Priest - 105
Melta bombs, Living Lightning, Murderous Hurricane
    Rune Priest - 100
    Living Lightning, Jaws
    Rune Priest - 110
Chooser of the Slain, Living Lightning, Storm Caller

    Troops
    Grey Hunters - 170
8 hunters, meltagun, wolf standard, rhino
    Grey Hunters - 170
8 hunters, meltagun, wolf standard, rhino
    Grey Hunters - 170
8 hunters, meltagun, wolf standard, rhino

    Elites
    Wolf Guard - 129
    x3 powerfist, combi-melta
    Wolf Scouts - 100
5 men, x5 sniper rifle, meltagun

    Heavy Support
    Long Fangs - 220
2 Lascannon, 2 Missile Launcher, razorback w/ TL Lascannon
    Long Fangs - 220
2 Lascannon, 2 Missile Launcher, razorback w/ TL Lascannon

    Total -- 1494

I am not so sure about the scouts though. Any suggestions besides them? Maybe a Land Speeder or a tank of somekind?

You're problem with the scouts here is that you're using them wrong. Ditch the Sniper rifles, it's a bad choice for Wolf Players.

The best way to run them is as a 5 man unit with a meltagun, with a Wolf Guard with a combi-melta. Have them come in behind the enemy and kill tanks. If you've got the extra points, a plasma pistol or two in there couldn't hurt much either.

My problem with running the scouts like that, is that they have never done what I wanted them to do! I gave htem the sniper rifles mainly to fill up on points and keep things diverse. Actually, is there anything besides scouts that I should use? I almost would rather not use the scouts, based on my luck with them.

A Typhoon Speeder couldn't hurt any - I generally run 2 or 3, myself. If you drop your Lascannon Razerbacks down to heavy bolters and a lascannon from each LF squad to a missile launcher, you could afford 2 of them.

The one alternative that I have seen to scouts is 4-5 wolf guard with combi-meltas in a drop pod. If you've got the extra points throw terminator armor on them and some melta-bombs to give them tons of tank killing power.

I also noticed that you have 3 rune priests with living lightning but decided not to max out your long fang packs with heavy weapons and gave them extremely expensive transports on top of that at 70 pints apiece! I think what you are trying to go for is a very shooty army which I have seen work wonders, but remember that if your long fangs move they can't shoot. I would suggest dropping both of the razorbacks on your long fang squads and use the points to buy two land speeders each with a multi-melta and heavy flamer. This comes out to the same amount of points that you are spending on the razorbacks. Then you can find some nice cover for your long fangs in your deployment zone and have them shoot every turn without wanting to move them into the razorbacks so that you are not wasting points

Also, I noticed that you gave all of your grey hunter packs wolf standards but no close combat weapons. Since wolf standards can only be used during an assault phase they really only shine if you have some special close combat weapons. Try throwing a mark of the wulfen into each one of your grey hunter packs. The large number of attacks combined with the wolf standard works wonders in close combat! I think that 3 rune priests at your point level is way too top heavy. Scrapping the Rune Priest with the melta bombs would cover the cost of adding another missile launcher model to each long fang pack, a mark of the wulfen to each grey hunter pack, and ten extra points on top of what you are currently paying for your wolf scouts to the drop podding wolf guard that are replacing them. Your new list would look as follows:

    HQ:
Rune Priest + Living Lightning + Jaws of the World Wolf = 100
Rune Priest + Chooser of the Slain + Living Lightning + Storm Caller = 110

    Elites:
    Wolf Guard X 3 + Power Fist X 3 + Combi-Melta X 3 = 129
    Wolf Guard X 4 + Multi-Melta X 3 + Drop Pod = 122

    Troops:
    Grey Hunters X 8 + Meltagun + Mark of the Wulfen + Wolf Standard + Rhino = 185
    Grey Hunters X 8 + Meltagun + Mark of the Wulfen + Wolf Standard + Rhino = 185
    Grey Hunters X 8 + Meltagun + Mark of the Wulfen + Wolf Standard + Rhino = 185

    Fast Attack:
    Land Speeder + Multi-Melta + Heavy Flamer = 70
    Land Speeder + Multi-Melta + Heavy Flamer = 70

    Heavy Support:
    Long Fang X 6 + Missile Launcher X 3 + Lascannon X 2 = 170
    Long Fang X 6 + Missile Launcher X 3 + Lascannon X 2 = 170

    Total: 1496

Use the drop podding wolf guard to knock out an enemy tank and they will easily have paid for themselves. Let me know what you think, and best of luck with all of your matches mate!

The Only thing I'd Like to change is one of the 8 man squads to a 9 man, since they wont have a rune priest with them. I'm not much a fan of the drop pod, but thats just more bad luck on my part. How about this?

    HQ:
Rune Priest + Chooser of the Slain + Wolf tooth Necklace + Living Lightning + Murderous Hurricane = 120
Rune Priest + Chooser of the Slain + Wolf tooth Necklace + MeltaBombs + Living Lightning + Storm Caller = 125

    Elites:
    Wolf Guard X 3 + Power Fist X 3 + Combi-Melta X 3 = 129

    Troops:
    Grey Hunters X 8 + Meltagun + Mark of the Wulfen + Wolf Standard + Rhino = 185
    Grey Hunters X 8 + Meltagun + Mark of the Wulfen + Wolf Standard + Rhino = 185
    Grey Hunters X 9 + Meltagun + Mark of the Wulfen + Wolf Standard + Rhino = 200

    Fast Attack:
    Land Speeder + Multi-Melta + Heavy Flamer = 70
    Land Speeder + Multi-Melta + Heavy Flamer = 70
    Land Speeder + Multi-Melta + Heavy Flamer = 70

    Heavy Support:
    Long Fang X 6 + Missile Launcher X 3 + Lascannon X 2 = 170
    Long Fang X 6 + Missile Launcher X 3 + Lascannon X 2 = 170

    Total: 1494

I've beefed up the rune priests a bit, added another landspeeder, and 1 grey hunter.
