Attempting something new with Vulkan. Hoping this can be competitive for a DP list. I hope to combat squad in non KP missions.

Elites: Seems a shame to fire meltas at tanks and waste the special bolter ammo. Your anti tank firepower seems enough with all the regular meltaguns so go for combiflamers here. Add a PF here rather than a Tac squad (the plasma one) as enemy will probably charge them just to shut off their decent shooting. Dread and termies are great.
Troops: Good. You could actually ditch the drop pod from the palsma squad and use them to hold objectives on your table side. Unless you need it and just run it empty to get 3 pods on turn one.
I like the scouts. Take 4xBP/CCW and 1xPF/Shotgun. Does 'storm' refer to a land speeder storm?
Fast: Good, take HF on the LSS as they are BS3 anyway.
Heavy: none, perfect.

Thanks for the advice. I'll definitely move that PF over to the Sternguard. Do you think they need combi-flamers with their ability to use ignore cover rounds? I figured combi-meltas would at least give them another option. I'll try and test both. I'll keep the 5th DP to use for blocking, and let the plasma shoot. (Shame the Deathwind launcher is junk)
I thought about BP/CCW scouts making the list. I thought bolters might give them more options but do you think that's worth it? How well do the shotguns work, haven't seen them used much yet? I'm interested though.
Thanks for the BS 3 reminder about the Storm. Completely forgot about that.
I was also thinking of dropping a scout squad to add a librarian with Null/Gate. The psychic defense almost seems necessary now days.
