This list is designed to be fun to game with, as well as being semi competitive. I think it has a balance of numbers, guns, and some manouverability that should at least ensure that I don't lose every game!! Plus it should be fun to collect and paint. Any way here it is:
Combined Infantry squad ( 20 )
Infantry squad ( 20 )
Heavy weapon squad
Veteran Squad (in Valkyrie)
Veteran Squad (in Vendetta)
3x scout sentinels
-heavy bolters (hull)
-Heavy bolter sponsoons
Any advice welcome

So to begin with sponsoons are a waste of points on the leman russ. Also I feel that a single Chimera will get shot up pretty fast. People tend to run lots or none at all, or at least more than one. Also I have a question about the two squads in the second platoon, are they combined? and also why don't they have any heavy weapons? Lastly PCS's can have up to 4 special weapons, granted that you don't take any thing else, you should try to utilize them. I would suggest flamers, 4 flame templates landing on unit makes almost everybody a little nervous.
Otherwise the list looks pretty solid, I enjoy running blob squads with a commissar. Makes me feel like some sort of WWII Soviet commander
My pre-game strategy: Unit A will outflank, Unit B will give supporting fire, and Unit C will advance slowly as Batteries A,B & C pound away at the enemy
What actually happens: All units fix bayonets and charge!
I would give the CCS camo cloaks as they will become a target just to shut down the orders. Use them to babysit the HWS and AC/GL squads holding objectives.
PCS can have lots of GLs but they become a target too so keeping them cheap can work. Plasma vets will need cover to avoid being gunned down too early. A chimera for them could really help. The SWS wont get to fire if it footslogs. It really neds to go in the chimera or be dropped.
I would drop the manticore or the sentinels or the HWS and get chimeras for a meltavet and a plasma vet squad and put the other meltavet and SWS in the skimmers.
