After reading the amount of damage librarians could do because of the ability to stack psychic powers I thought I would try to make a friendly list to abuse Librarians. (I know that I am not stacking any psychic powers)
Librarian-Halberd, Might of titan, Quicksliver--165 (maybe Warprift for 170)
Malleus Inquisitor- Terminator with Psycannon--80
10 Death Cultists--150
2x10 GKSS, 2 psycannons, psyammo (one squad), DaemonHammer, Razorback w/psybolts--300/280
LR redeemer w/Multimelta -255 (psybolts 260)
2x Psybolt TLAC Dreadnoughts--135
The Plan is to run the Death Cultists with the Librarian in the Land Raider who can abuse Hammerhand, and Might of Titan for 43 strength 6 power weapon attacks at initiative 6 (or I can sacrifice strength for Init 10 if needed) on the charge (or 40 strength 5 attacks if I want to multi-charge and try to cut down two units).
I have dreads, razorbacks, and 5 psycannons to open up tanks and can hold 4 objectives. And in Annihilation games I can get down to 10 KP. Seems like it could be challenging to use with just 32 models, and knowing when and how to use the cultists will likely determine the game. That being said it seems like it could be fun.
Other thoughts are to dump the psybolts on the strike squad to pick up the two parenthises items as well as maybe upgrading the redeemer into a crusader because it might do more damage to hordes which could be a problem for the list.
The list will likely suffer to MSU lists because it really just has one hammer, but if it get get a nice charge off on two or three units it would wipe them...holding it back and staying out of melta range until that time could be tough though. (That being said I don't play against many MSU marine (mostly orks, Dark Eldar, and Daemons.)
Any other suggestions would be appreciated.
HQ: I would drop the halberd for the sword to keep the 4+ invulnerable save in combat. You have quicksilver anyway so may not neet I6.
Add shrouding to the librarian as you cast it in the enemy turn and it makes smoke launchers great with a 3+ cover save.
=][= is fine to lead an objective sitting squad. You could give him rad grenades to reduce enemy T by one in combat with the deathcults. If the DCA are S6 with hammer hand and titan then -1T makes them instant death many things.
Elites: With this much punch you will win many combats straight off and therefore you are regarded as a great threat and be gunned down in the following turns. I would swap in 2-4 crusaders who still get PW attacks but can absorb shooting hits on the following turns.

death cult looks cool so i might use that
rad or psyo nades are always fun
and which armies to you usually verse
