    Overall its a little strange, but it won't take much to increase its effectiveness. For your HQ i would exchange the Primaris Psyker for a CCS. The Psyker can be useful, but generally at lower point games with a Grenade Launcher escort. A CCS would allow you to take a further 4 BS 4 special weapons w/ Chimera of course.

    Troops: I don't have much experience with Penal Legion, but i think you would be better off with a Platoon or more Veterans. Your current Veteran setup is okay.

    FA: Looks okay, i would add a hull MM to your Hellhound though. The Sentinels would also benefit from some AC's.

    Elites: Ratlings are not very efficient. I would drop these to provide points for other upgrades. I would also drop Marbo, he can be good, but is much better in lower point games. Stormies look fine.

    HS: Both Leman Russ are good. The Demolisher would do well with a hull HF. Likewise, the Battle Tank would benefit from a hull Lascannon. The Griffon is a little out of place though, they can be good in larger numbers, but a single one at 1500 points is borderline. I would drop this in favour of other options.

    i would try to play with a 9x snipers. it might be funny, at the very least. maybe try them in a couple of games, via proxyes maybe, and test them!

    lol, the strangest thing happened in a game i just played this arvo. As you know i normally take 3x Snipers in my stationary Vet Squads. They ended up being my MVP, first Turn they caused 2 wounds on a Daemon Prince, finishing what my Missile Launchers started. Later on a Sniper exploded a Rhino! It was hilarious .

    yeah maybe snipers aren't a must-have but they may cause some pressure on the enemy... knowing that even your ultra-mega-badass-armored unit can be hit 50% of the times by a sniper, you will move it more carefully (and maybe slower)
