So basically all I am asking is whether or not this list would be competitive in a tournament evironment, how it would comp, and whether or not to stick with Vulkan or swap him out for a Librarian in TDA/SS?

I don't see the point of making this list salamanders. The assault terminators are scary, but there are so many of them, and on foot, that I doubt you will get them into CC. I love Vulkan, but I don't see him worth the points for only 2 speeders, the termies, and a tac squad.
I would do one of two things: either take less terminators and make them a counter assault force, or find a way to get them to your enemy. Land Raider and Librarian are two ways to do the later.
Love the Rifleman dreds and speeders.
I would drop Vulkan. If you want a CC character, take one with eternal warrior. Only reason to take Vulkan IMO is in heavy melta/flamer/TH lists, while yours is about halfway.
Vulcan is still pretty badass on his own, even without his Chapter Tactics - and don't ever forget the important of having long ranged fire support, it's the single most common mistake make by people looking at Vulcan armies. Also, 9 Assault Termies are 9 models with a 2+/3++ save - they don't exactly die to a stiff breeze.
Overall I'd say it's actually pretty good. I suggest dropping the Vindicator though, they're nothing but missile bait at a points level this high. You're still a little short on ranged fire support, so something along those lines would be good - either another Rifleman, or a AC/LC predator, or something.
I do suggest upping both the heavies weapons on the tactical squads to Lascannons, for the punch against AV12 at long range.
If you are taking a Vulkan list you should make maximum use out of his chapter tactics.
Elites: Termies are fantastic. Upgrade them to 10 strong giving you the option to combat squad. Possibly arm one in five of them with L-Claws for a few I4 attacks. Dreads are ok but don't benefit from Vulcan. I would go for one or two with MM/HF in a drop pod. Ironclads can work too like this.
Troops: Tac squads are good. Keep the Melta and MM in the same squad just in case you don't combat squad. The ML I would drop for a MM or upgrade to a plasma cannon. Scouts are ok but don't benefit from the chapter tactics. Ditch Telion and get cloaks for them if you want objective sitters.
Fast: Love the speeders. I have begun recently to look at MM attack bikes as an alternative to them.
Heavy: OK, extra armour can go if you really need the points elsewhere.
Quorn! - Protein for the Protein God.
If it was me, I would put the Flamer/MM Tac Squad in a Drop Pod. Dump Telion, and change the Riflemen to 2 DDMs with Heavy Flamers. This way you can drop both Dreads in your opponents face. If you want IronClads with a Meltagun and Heavy Flamer then drop a couple Terminators also.
