In the current tournament scene of 40k, do you see this list doing well against the upper tier armies (IG, SW, GK, BA)? or do you see it as only doing well against mid tier/lower tier armies?

It is a decent draigo list but at this point level and using 2 expensive HQs you will suffer. First off get a hammer in each unit as if an enemy dread charges you then you are locked in combat for ever.

You could drop the Librarian for more paladins. A single dread too will be targeted quckly so Draigo and 15 paladins may be preferable, mastercraft the psycannon too if you can.

5 paladins + 2 psycannon + 2 mastercraft = 325 x3 + 275 = 1250. You loose the staffs but lets face it it is not close combat you are scarred of.

Here is my cheasy grey knight list.
HQ: Xenos =][= with rad grenades & Psycothope 55
Troops: 10 GKSS, 2 Psycannon, Hammer, Psybolts 250
Troops: 10 GKSS, 2 Psycannon, Hammer, Psybolts 250
Troops: 10 GKSS, 2 Psycannon, Hammer, Psybolts 250
Troops: 10 GKSS, 2 Psycannon, Hammer, Psybolts 250
Heavy: Dreadknight, Incinerator & Psylencer 195

40 grey knights should terrify anything that gets within 30". It can be a great feeling to outnumber a space wolf army when you play grey knights. I thought about 50 GKSS and a slightly cheaper =][= but you must drop psybolts from 2 units.

I would also consider replacing the staves with falchions, also I doubt you will find much getting close enough to use warp rift effectively, consider replacing it with something a little more ranged or another buffing power... Also with this list I would be walking the dread along with the pallys to keep them inside the Aegis provided by the dread, with this in mind, you may find that taking the rainman ie. TL Autocanon+Asscanon will be more effective.

    Just some thoughts...

Jeez no votes on the tier level ? It's a poll guys...

Also i'm fairly confident in the list but thanks for your thoughts fellas.

Didn't even know that i could master craft psycannons...i'll have to look into that could be useful.
