Welcome to Librarium Online!
So my friend wants to get into 40k and doesn't wanna waste money. So having played for 6 or 7 years I tried to make a list he could use and do well with. I want to keep the battles low points wise but also give him an army he can add stuff to to get to higher point games if he wants to. Anyway here is the list
170-Company Command Squad w/Auto cannon team,Vox,Carapace Armor, Medi-pack
180-Vet Squad w/Vox, meltagun , Auto cannon team, Grenadiers
180-Vet Squad w/Vox,meltagun,Autocannon team,Grenediers
220-Leman Russ Battle Tank w/Meltagun sponsons, Lascannon, Extra Armor,Dozer Blades
strategy wise i think its pretty easy for a beginner to learn. deploy 4 tanks, give orders and blow shit up with auto cannons or the leman
I figure with this list he can buy the battleforce to start out and then just add tanks to it as he gets the money.
He loves the Leman Russ so they are a must have in the army. But pretty much we are putting a cap of 1000 pt games so it doesn't get out of hand $ wise.

Why would you put a meltagun and an autocannon in the same unit?
Why would you put multi-meltas on a regular russ?
Why would you ay 3 points per model to give your troops a 4+ save when they come with a free 5+?
(and to a lesser extent) Why would you put an autocannon team in a chimera?
To use the battleforce as a starting point...
Company command squad, 4 plasma guns, chimera
10 Veterans, 2 meltaguns, chimera
10 Veterans, 2 meltaguns, chimera
That is exactly 1000 points. Just trade/ebay the heavy weapons platoon that comes in the battleforce which will be easy as they're useful to most players but not in this list. To cut down to 750 points, just remove 1 Leman Russ and the hellhound, and give one of the veteran squads demolitions or something to burn 30 points.
750 points requires you to buy:
1 Leman russ
3 special weapons blisters
for a total of £218.20 if ordered from GW/FW, and obviously 25-30% less than that when you order from an online store. You'll get £15 or so back from selling the heavy weapons squad on ebay.
For comparison, the list you've made totals up at £152.50, but will be lucky to win with a new player and you haven't included the sentinel that you get in the battleforce.

yeah that comes out to like 300$ without the codex or dice or paint. Money is the one reason he is hesitant to get into the hobby so those list ideas arnt really an option, even the stuff i proposed in the first list would be pushing his spending limit.
what would be a decent list for mainly friendly/semi-competitive games with just the battleforce?
I'm not a guard player so any help is appreciated.
with a battleforce you're quite limited in your list building
IIRC you might be able to field something like this:
CCS with 1 banner, vox caster, one sniper and one heavy weapons of choice
2x veterans with another HW and vox each and 3 grenade launchers in one and 3 flamethrowers in the other.
an armoured sentinel with your preferred heavy weapons. Autocannon's good but even multilaser is good in this point size
you'll be around 370 - 380 points picking all lascannons as heavy weapons
Not much other viable choices in there, you know.
With 2 battleforces instead you might have more possibilities
CCS with 4x GL
Vet with 2x melta +1x flamer (optional)
Vet with 2x plasmagun + 1x flamer (even more optional)
PCS with 4x flamers or GL
2x Infantry squad with 2 flamers or GL if you did not put them on a PCS
1x heavy weapons team with 3x autocannons
PCS with 2x GL and 1x Autocannon
2x Infantry squad with 2x autocannons and 2x grenade launchers
HWT with 3x heavies of choice (suggestion, keep them mortars for reduced threat profile but nice usability versus hidden infantry or grab autocannons)
2 armoured sentinels with multilasers (for lots of marines or av 10-11) or autocannons if you're facing av12+
this setup is around 620 - 710 points maybe 750 with lascannon frenzy and if you give power weapons to the infantry squads or veterans and power fists to officiers and some other useless upgrades to your sentinels, and you'll be able to play small sized games.
You'll not be the top of the internet rage but you'll be able to play at least.
this is approx. 230 USD from GW website, but if you buy this from ebay or other online resellers you might stay comfortably below the 200 USD mark excluded paint, codex and dice
You won't have too much problems playing friendly games. You have enough firepower to shred enemy transports quickly and put your opponent uphill since turn 1, just use the cover as much as possible and deploy correctly. Remember that every unit is sacrificable to buy time for the rest of the army.
Competitively you'll have an hard time winning expecially for obj games, but anyway many armies have serious problems being really competitives below the 1500 mark so you won't get tabled turn 3 anytime soon, don't worry.
PS: the lists above are designed with the special weapons limitation of the standard sprues, and for a new user which has not enough conversion skill to transform a flamer to a meltagun.
