ok, here's my 1500 or so point list.
Captain, Power Sword, Artificer Armour
Command Squad (5 men) (retinue) w/ Company Standard, Champion, powerfist, melta gun, plasma pistol
Razorback, Heavy Bolters, Extra Armour, Storm Bolter, Dozerblade
Tactical Squad (10 men) w/ Flamer, ML
Tactical Squad (10 men) w/ Melta Gun, Plasma Pistol, ML
Scout Squad (5 men) w/ Sniper Rifles, Cloaks, ML
Dreadnought w/ Lascannon, Extra Armour, ML
Legion of the Damned (5 men) w/ Seargant has Plasma Pistol, Power Ax, 1x Heavy Flamer, 1x Flamer
Landspeeder Squadron (2 Landspeeders) w/ MM, Assualt cannon and Heavy Bolter, Assualt cannon
Whirlwind w/ Stormbolter

Why a single whirlwind? And you don't HAVE to take rhinos just keep in mind you will be outnumbered pretty much always. If nothing else rhinos are good cover. I find the 2 landspeeder squads are great. Dunno what you have in mind, but remember they will more than likely explode during the game. They rarely survive with their 10 armor all around. I would either give them double heavy bolters to give you a lot of heavy fire, or put the multi-meltas and make them tank hunters. You spent a lot on points on that command squad. I'd thin it out a little by giving someone a melta bomb instead of a melta.

General comments, I'll take them point by point.
Overall, though, I think you have a decent list. You can trim some fat and focus it a little here and there, but still a good foundation. You're not choosing the most competitive choices in the codex, but there's nothing wrong with that.
Your command squad needs a little more cohesion. Right now, they're all over the place (a power fist for punching, a meltagun for anti-tank, and so on and so forth). Focus them a little bit. Generally, since they tend to be with your captain, people usually fit them out as a mean cc squad. If you do that, drop the meltagun and the plasma pistol, maybe add a storm shield or lightning claw or power weapon or something. But think cc.
For the razorback, drop off the storm bolter. Storm bolters aren't worth the points on vehicles. Two bolter shots aren't going to make or break the game, and those points could be better used elsewhere. I'm not a fan of the extra armour or dozerblades either, just because they only come in handy one roll in 6, but most the time never does anything. Sure, it might only be a few points, but you save a few points here, a few points there, and it all quickly adds up. Some guys swear by them, but pretty soon you're doubling the cost of your vehicle, and for what gain?
My tac sergeants never leave home without a powerfist, but at least get them a power weapon. The power weapon attacks on a sergeant will make a huge difference in how they'll do in combat, when they get charged. Drop the plasma pistol off the second sergeant, they just tend to be too overpriced for the single shot.
Scouts are fine.
The legion.... Most people think these guys are too expensive. Unfortunately, I've got little experience with these guys, so I can only theory-hammer this one. But first off, WHY IS THE FLAMER SO FREAKIN' EXPENSIVE? On a slow and purposeful model, no less. Personally, I would capitalize on that slow and purposeful as much as possible, probably by giving them a plasmagun and some sort of heavy weapon so you can take advantage of the relentless (like a multi-melta or something you like). Same with the legion's sergeant. Power weapon is fine, power fists are better. Plasma pistols are too expensive, and if you really want it, go with a combi-plasma, which will do everything you want from it for cheaper.
nope, str 6 2 handed. does nothing to initive. so yea well worth it when you consider it, specially with another weapon that you dont weild in cc,such as combi, storm bolter, storm sheild, etc...
Keep in mind rules for wargaming. You want units that work together, as well as on their own. know the strengths and weaknesses of your units. tacticals are rather survivable but not great otherwise. give them rhinos, always get more units if you can instead of buffing up your current ones too much. consider who you will fight. guard, orks and even eldar can get massive numbers of shots in on your squads left stranded in the open. one marine costs as much as 2-3 other basic troop types for a lot of armies.

To make your Captain worth it though, you'll need some kind of invulnerable save. I'd at least purchase an Iron Halo; if you want the extra beefiness, go for a Storm Shield, though! He's relatively protected outside of combat anyway so long as you have him with a unit.
