I play against an eldar army that's heavy on tanks and wraithlords. I have come close to winning but can't find the config that puts me over the top! Here's the latest version. Any advice?
Also, several questions: can bikes take hit and run? What units can?
Librarian against eldar? the psychic hood is defense against his guide but it seems expensive.

I cant really see why your having a problem. Especially if your oponent is vehicle heavy. Try adding a librarien to counter guide. That ability is quite devastating and may be the only reason your loosing battles. Take it as a second HQ. Remove the things I mentioned and chenger your MoS to a reclusiarch. Change his bike to a jump pack. Go with a codicier librarien on a bike. Add him to the bike squad. Basic eq, although switch his storm of the emporers wrath for something a little more handy. Veil of time, might of heroes, FotD or FotA would all work well for him. The hood has no range on it so you need not worry about that. You loose the re-rolls on the bike squad but gain a power that can be more effective if need be. Also, the assualt squad will be more effective. I would consider removing the flamers on the assault squad in exchange for plasma pistols. If his list is vehicle heavy the plasma pistols will help. Secondly, between 2 flamers and an assault, you will generally be left in the open on your opoenents turn. You want to be locked in combat on your oponents turn so you cant be shot. 2 flamers + all those re-rollable close combat attacks is to much. depending on squad size though you may wish to keep a single flamer. Just keep in mind that optimally it should take your combat and phase and his for you to whipe out his squad. This way you are protected from his shooting and are free by your next movement phase.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
