Hello, I'm building up a IG which will be my first step into 40k. Any comments on the list, or tactics for this army would be helpful.Thanks!

Command Platoon,Infantry Platoons 1&2 will sit in cover shooting. Conscrits & Commissar are there to head off assaults, and take objectives. LemanRuss will engage other tanks as well as heavy infantry.
Not too bad actually. It looks like you may have actually got it on the first try. I'd suggest swaping out the autocannons for Heavy bolter, and buying Honorifca imperialis, a master vox, and 4 voxs for you infantry squads.

Well I just want to comment on is the autocannon fire support sqauds. Because you have to pay extra to have these in the command HQ section, I would switch these to Lascannons, or drop them altogether. I personally hate the autocannon. Heavy Bolters are better at taking out infantry (and glance light vehicle well), and missle launchers/Lascannons preform better against armored targets.
I, on the other hand, love autocannons, so I wouldnt change the 2 fire support squads.
I would upgrade the grenade launchers to plasma guns in most or all of your infantry squads though. As far as I can see, the only thing you're lacking is mobility, so an armoured fist squad or some sentinels would be a great addition.
Not too bad at all, truth be told. Around 90 infantry and a tank in a 1,000 point list is pretty damn good in my opinion. The one concern I have with your list is that your heaviest weapons are located in your command squads. (ie the Command HQ has a missile launcher, and your two lascannons are located in the platoon command sections) That's not such a good idea since they are already going to be targets for the enemy as the leadership centers of your army. Also, you should definitely get some plasma in your army for added punch.
If I could make a suggestion, I'd place your two lascannons in your infantry squads (one per platoon). Then I'd swap the current heavy weapons in your command squads to heavy bolters--that way you get a greater number of shots in your army, save a couple points, and make your officers less of a target for the enemy. Use the extra points you scrounge up to upgrade at least the grenade launchers for your lascannon-touting squads to plasma guns, if not all of them. You've already got plenty of bodies, a nice tank, and a good number of special and heavy weapons. You just need to move them around and optimize your strength and you'll have one killer list. Nice work.
You only have 2 lascannons, which means that you only have 2 weapons that can penetrate armour 14. This also means that you only have two AP 2 weapons for taking our terminators. Switching out some grenade launchers for plasma guns is a good idea. You have a good amount of missile launchers, which should work well against Space Marines. I'm not against your autocannon support squads, but that's a lot of autocannons.
I'm not sure where you can put them, but you could use some heavy bolters for extra dakka.
I don't think you need a vox network. You have a standard, and if you keep close to your officers, which is what should happen anyway most of the time, you won't need the vox.
