    A few problems:
    1.Assualt squad is WAY TOO SMALL. at the 1500 level, five marines will be brought down in at most two turns of heavy shooting. 8-men are a minimum, 10 is usually the best bet.
    2.Shooty tac squads with lascans do not need Vet Sgt with p,fists. They're not gonna use him anyway coz they're not gonna CC...that's 30pts per squad wasted per turn.
    3.Codicier is not fitted out very nice. IMO he shouldn't need the arty armour coz he'll be killing just about everything in CC. make him an Epistolary with Terminator Honours, bp, Halo, jump pack, frags. For psychic powers, i think might of heroes is pretty nice. It can be used in your opp's turn to give ur P. fist sgt an extra D3 attacks man!
    4.Devs are a bit vulnerable but should do fine.

    Assault squad is too small, as the only mobile assault contingent you have it needs to be a full squad. The devastors are also problematic, squads of six will get shot to bits, plus only taking 3 special weapons limits effectiveness. Plus if you don't mind being boring get a chaplain, cheap and effective.

    Take out the plasma dread, use the points to fill in the assault squad.

    Remove all powerfists on tactical squads, and veteran off every sgt, your dark angles moral means nothing to you.

    Make your HQ be a chaplain, give him blades of reason, bolt pistols, frags + termintor honours.
    (dont give him anything else)

    Add a ML to the venerable dread.

    If you want points left over, add more guns/men to the devs.

    Pretty nice list.
