    I would make both of these squads 6 or 7 men with a plasma gun and plasma cannon each. The reason why I suggest dropping the sergeant is that since it is a shooty squad, he is wasted by however many turns there are in which he isn't in combat.

    With said changes, you're going to have a lot more than 5 pts leftover. I'm not sure what you should get...

    The Idea behind the vet sergeant squad was to keep shooting untill I get assaulted.
    I might give them two plasma guns and rush forward and rapid fire when some one is almost in range.

    I don't want to use drop pods, so if the dreadnoughts are getting wasted to soon, Ill just drop them for another tac squad.

    I would drop the 2nd dread and get 2 Rhinos for the plasma gun tactical squads. Then you can move 12" and shoot 4 plasma shots. Perfect for taking out light-vehicles or elite units.

    And with the 35 extra points, well I would give the chaplain an adamantine mantle, so as to ensure his safety during the rare occasions on which he uses his powerfist.

    I could not get the Mantle because I needed the rhino upgrades. The storm bolters will be cool for close range shooting.

    This will also stall my enemy because they will have to assult these squads, wich gives me more time to shoot at vehicals and other expensive units.

    I hate to break it to you, but if you intend to play these as actual Ultramarines then you cant have any traits. there's nothing in that list that would stop you from playing these guys as a successor chapter, but as is they arent actually Ultramarines

    why did you give the rhinos smoke? you want them to be shooting the whole time, and you can't shoot on the tunr you use smoke. also, if you're putting the tac sqauds in rhino's, why are there 10 marines in each squad? There not supposed to be getting in to combat, so make them 5 man sqauds. This give's you enough points for the mantle and another tac squad in rhino, or upgrade to other units.

    the whole point of putting the plasma gun squads in rhino's is to drive them around and shoot the crap out of anything that comes close enough. they should spend the entire game shooting, and smoke doesn't allow you to shoot. The squads should never leave the rhino's, hence they won't be assaulted.

    also anything that gets close enough to assault will be easily delt with by the assault squad, or will be only one or two models strong - that's the whole point of a static shooty army
