I am battling this guy who has an eldar army.
i had battled him b4 but i totally lost
it was around 550 points
i had 20 sistas (with two melta gals), 5 celestians, a canoness with cloak and litanies and ccw and bp, and 3 rhinos w/ smoke
He had 6 rangers, falcon, farseer,2 vypers, and a platform with a weapon with guess 24"
I had intended to do a big rhino rush and try to get close enough for meltas to work, but he got first turn and shot them down.
His vypers had between them that s6 ap3 d6 weapon a bright lance and a lot of other things (can't remember).His falcon had a bright lance and other things. His farseer just had a few psychic powers and some other things
We are now playing a 600pt game
here is an army list i've come up with
Cloak of st. aspira
Sis no.1 10 sisters, 2 melta, rhino, Vss
Sis no.2 10 sisters, 2 storm bolter, Vss
3x heavy bolters
lance strike orbital
599pts 5 faith
Plan: Sistas no.1 rhino rush to destroy the falcon. Sis no.2 Foot slog up to destroy the vypers
Rets take care of any troops and the vypers. Cannoness jump pack up to destroy falcon or vyper bein protected by faith. Lance strike annihialates the falcon by being keyed on to some where near it.

The eldar are so mobile they'll simply avoid you and pick you off from long range. Really at this points level you're at a severe disadvantage because you lack the troops to cover the battlefield and force him to fight. Since much of his points are concentrated into vehicles your masses of bolters are rendered less useful.
For a marine army a few las/plas tac squads would cut him up in short order, but that's not an option for Sisters. I'd instead concentrate on killing his Farseer, rangers and support weapon and see if you can't get him to come out and fight for them.
If you can field them a squad of Seraphim with Inferno Pistols and a VSS with Eviscerator would be a good choice. You desperately need mobility to counter him, and one Canoness isn't enough. Keep the squads small and use Spirit of the Martyr a lot, you'll need it against those Starcannons.
Don't be surprised though if he repeatedly cuts you to ribbons, the Sisters I think struggle at lower points levels because of their shortage of cheap long-range anti-tank firepower.
As Hs5ais says, you are at a dissadvantage, typically 500 points should be played with the standard 40K in 40 mins rules whjich means:
No ordinance - he has to lose his D cannon
Armour limits - his falcon would have to go
Both of these make a bad situation worse.
500 points is too few to make mechanised work, I would probably go for something like:
Palantine, cloak, littanies, jump pack, inferno pistol or eviscerator
(this is to take the falcon, use littanies to give her a 2+ inv save, it would be tempting to deep strike her behind it and inferno his butt)

rest of points are rets with heavy bolters

as a rule the combat patrol rules should be used up to 700 points then standard from 750 up
in these small games u want as many bolters as you can get almost to the exclusion of all else and to that en i recommend downgrade to a palaitine with bolter and litanies, 8 rets with vet and 4 heavy b's, then the rest in sisters with vets and flamers for point fillers

problem is bolters wont help with the falcon, the D cannon will do its damage before it gets taken out and the vypers can, given room, avoid bolter troops all day
