Hi all, I'm new to 40k, and looking to start either Marines/Guard. I want to start at 500 points to get a feel for the models and expand from there.
Here's my first go at throwing together a list, I'd appreciate any feedback. My two criteria (lame as they are) is to save some cash, and keep the model count low. I like the idea of a shooty army, and I'm looking into doing a DIY chapter that is just getting started.
2x Lightning Claws
Close Combat Shield
Tac Squad 1
Tac Squad 2
Land Speeder Tornado

Total: 500 Pts.
To play a 400 pt. Combat Patrol, I'd drop my Master to a Captain and drop a Land Speeder (I think that covers the points). Does this look like a viable list? My only counter-assault is my HQ, will that be a problem? I'm worried about dealing with Wraithlords and skimmers, do you think I have enough firepower to handle them?
I would tweak it a bit. First I would drop a landspeeder in favor of more marines. The landspeeder can go down from one hit, but 5 marines take 5 hits...see?
Here is the list I did:
Chapter Master, Term. Hon, One lightning claw, bolt pistol and combat shield and bionics, and melta bombs (just to burn some leftover points) --136 pts
Squad-1 100 pts
1 plasma gun, 1 lascannon
Squad-2 184 pts
1 vet sgt, pwer fist and bolt pistol
1 melta gun, frag grenades for everyone
Fast: 80 pts
1 landspeeder tornado w/ assault cannon and heavy bolter
This list is exactly 500 pts. It give you more staying power. Squad 2 now has a powerfirst and melta gun, both are a threat to tanks. Keep the master attached to them and they will kick butt. You could also shave off one marine from squad 2 and lose the masters Term Hon and then have the points to put the 2nd squad in a drop pod! Or better, keep the term hon but give him a power weapon and instead of LC. Then drop the bionics and you'll be at the same point total to put in a drop pod (assuming you still shave off one marine).

If you want to keep it cheap ($$ wise) then you should start with the models you get in BFM and add a tac squad to that. If not, then just buy 2 tactical squad boxes. You won't get lascannons though, so you'll have to substitute missile launchers. But that's not a concern in a 500pt army, really, since you don't see much over AV12...
For just a bit more, you can buy the battleforce box and get 5 assault marines, 5 scouts, and 15 tacticals (and a rhino, which can be converted to a pred, razorback or whirlwind by ordering weapons sprues from GW mail order). That's got all the parts to make a nice 500pt starter army.
For a starter force that's low cost, I agree with Grotstompa, go with mostly tactical squads. They're about as cheap as you can get, and bolter marines will form the basis of almost any marine army you decide to expand into. Speeders are great, but they are costly dollar-wise and very fragile to build such a small point army around.
As to wraithlords in 500pts...well, the lists aren't balanced for such low values, so some races get to pack more in earlier than others. But tacticals will hold you vs any noncheesed 500pt list.

I think the reason I decked out the commander was that I didn't have any sort of melee units, and I figured he'd do for small games as a counter-charge unit.
I'll definitely look out for the battle pack, but I'm not sure how easy it would be to find one - I live in HK, and apparently Fantasy Battle is much more popular then 40k.
I'll see what other lists I can tool up, but 500 pts feels limiting (though not as bad as Guard).
