I would drop the Die Hards, I don't like CC IG. I also would drop Carapace, and take nothing or take Cameolelene instead.

The main strength of IG is Special and Heavy weapons. You are missing these in almost all of your squads. CC IG is extremely week.

I would make them all Multilasers or all Autocannons, and drop the one shot 50% miss HKs, which are definatly not worth the points IMO.

    Again, no heavy weapons.

Track Guards are a waste of points IMO. Always add either two Plasma Guns or two Melta guns to make Grenadiers effective.

I drop the hull Lascannon for a Hull HB. It saves pts, and you rarely have a chance to shoot the Lascannon. Conversely the three HB set up is better in some circumstances to shoot than the Battle Cannon. I might drop EA, but I always have smoke.

You've set this list up like I would make my Grey Knights, plain and cheap. Guardsmen, however are not Grey Knights, and win by Heavy and Special Weapons. Add one Heavy (Lascannon, Autocannon or Heavy Bolter) and one Special (Plasma Gun or Grenade Launcher) to every troop squad. Keep them back in cover and shoot away.
