I have never played against a SOB army, so my thoughts on how to use them comes purely from guessing. please be brutal on critiques! I'm just hoping to get a good idea on a list to start collecting the figures!
-- Canoness -- Blessed Weapon, Bolt Pistol, Jump pack, Cloak of St. Aspira
-- Sisters Repentia -- 1 Mistriss, 1 priest with Eviscerator, and 6 Sister Repentia
-- Battle Sisters Squad -- 1 Veteran Sister Superior /w bolt pistol and power weapon, 7 SOB one /w flamer one /w meltagun
Rhino /w extra armor and smoke launcher
-- Same as above
-- Seraphim -- Vt. Sister Superior /w power weapon and bolt pistol, 7 Seraphim two /w twin linked hand flamer.

I like her, this is a prett standard Cannoness set up, so nothing wrong here
I've never used Sisters Repentia before so I don't know how they'd play, but some people like them, some don't. They look good on paper, but again IDK how that translates into field experience.
Looks good, if you have the points might want to make that Flamer into a Heavy Flamer. Better STR and AP means more dead people
Again looks good, if you can scrounge the points though you might want to give one of the VSS an Eviscerator for some extra CC power.
Now the Dominion squad needs a little tweaking. Giving them 3X flamers and 1X melta is almost clouding and weakening their primary strength: 4 special weapons. Either go all 4 flamers and be an uber infantry killer, or 4X meltas and go tank hunting. Seeing as you have 2 flamers and 2 meltas already, here'a Roland's Overall Advice:
In the Troop squads give them Flamer/HVY Flamer combo and give the dominions 4X Meltas. The Dominions ar emenat to be more specialized and giving them 3X of one and 1X of another or 2X and 2X I think just diminishes that specialization.
But if you wish to keep the Troop squads the same as they are, then the I recommned doing the 2X Melta, 2X flamer load on on Dominions. Not the best choice but better than what you have.

I will probably do what you say, make the dominions act as tank hunters. I wasn't sure about the heavy flamers on the Sisters, but I think that would be better.
Don't forget the frag grenades on your canoness.
Personally I think the Dominions lack any clear purpose in this list. All their roles are filled by other squads, usually better. I'd drop them and invest the points in a good squad of 8 Retributors with Heavy Bolters and VSS for some more long-range fire support. That should leave you with a few spare points which I'd use to pass round a few Books of St. Lucius to some of the squads and the canoness. This will give you the enhanced morale to stop the sisters running off too much if things go badly.
Bit of advice with the Repentia. They are very poor assault troops for taking on opposing assault troops. Instead do all you can to run them into things like Dreads, vehicles, Tau battlesuits, Terminators and the like. These may squish a few of them but the Repentia can them shred them. Assault marines will cut them to ribbons before they can swing. Steer clear of Wraithlords and enhanced Tyranid Monstrous Creatures, the T of these things is often high enough to resist the Repentia's attacks.
Well, I really like the idea of the Dominion squad trying to run around as tank hunters, that and I love Immolators... So what about taking out the repentias and adding the 8 person Retributor squad with VSS and 4 heavy bolters? And you were right, I still had some points to throw around so I gave a book to the Retributors, Canoness, and one Seraphim squad (Canoness would join the otherone)... My hope was that the Battle Sisters squads would be (in a perfect world) running around witht he seraphim.
What do you think about that?

I'd keep the dominions and give them four meltas. This gives them some really great terminator and anti-armor abilities and Immolators are just fun. Don't bother with the flamers as you already have that taken care of with your normal Sister Squads (definetly upgrade to a heavy flamer, flamer combo in those sister squads...it deadly when combined with divine guidence).
As for the Repentia...meh they migh not be the most effective or efficient troops but damn if they arn't fun. Same story for Arcos and Penitent Engines. If you keep them you'll probably find that they are one of you favorite units to use in a battle, even if they dont do well.
The only honorable options left to we combatants is seppuku or semantics...which amount to the same thing really.
Also I would recommend against a power weapon for your vet. Sisters are crap in combat, and her low strength all but nullifys ur power wep. Keep the gals doing what they do best- shooting. One bit of wargear always worth having is a book of St Lucius. Unmodified Leadership 9 anyone?
I agree with the above poster. Give ur sisters hvy flamer and flamer and the doms 4 meltas. And YES PLEEZ drop the repentia. They will virtually never get to strike and are costing you 200pts! :wacko:
