My younger brother who is just starting the Hobby (i tried pushing BT, but he wanted Ultra Marines! lol) actually came up with this one and I thought it was pretty formidable. What do you all think??

My only concern is lack of anti-tank, but for 400pts there shouldn't be much armor to worry about any way.
By the looks of it, the list is made using the combat patrol rules. As you don't have an HQ (yet).
By these rules, only very light tanks ( more armored cars, like rhinos) are allowed. and as he seems to have 2 missile launchers(one is twin linked) and a bunch of Hb's in his list, i would't really worry about the anti tank factor for now.
I don't know what the loadout of the scouts is ( bolters of ccw's) but the list seems reasonable, maybe a tiny bit of lacking in cc. not much to worry about, the real challenge starts when the opponent starts to field assault marine equivalents.

Be tempted to ditch the dev squad for another tac squd with some combat oomph from a vet sgt
All those HBs, whilst quite usefull at combat patrol will be less usefull as his army grows. Infact unless he faces Nids and IG a lot, I would replace them, even at this level with missile launchers

I would ditch the heavy bolter in this squad to keep them moving all over the place. the heavy bolter restricts them.Troops

-70ptsYeah depending on who you are playing this can either be a great unit or a major waste. I would be tempted to field another tac squad instead too. Because when he starts buying more models and expanding two tac squads is good to have! If he does want the Devs I like using 4 ML as they are good against enemy armour and infintry.5 Devastators

unless i'm blind, i thought the question was: how you rate the list?
Not what would be better. i would assume he only has the available models more or less and for that, the list seems reasonable without overdoing it to the point of powerplaying. Indeed the list is static., but provides a nice coverfire if deployed correctly.
when the army grows, those opinions mentioned become more valid. He will need more mobile parts and to boost the strenght of his weapons in order to coop with the stronger armor.
Nevertheless i stand with my oppinion it can be a nice list to start some small games to learn the rules.
More list will inevidable be created later, some will be good, some will be bad. We can advice him, but i think ultimately he needs to make the decissions. he will learn what works best against what.

and as for the scouts they have Bolters. Like I said I play IG and Orks so I am still learning Marines.
