Well after finishing (basically) that 1000 pt list i realized i'm probably pretty close to being done with completing a 1500 pt army based on what i've already collected (i ended up needing 2 more blisters of PAGK). So i decided to compile a 1500 list as well.
+Psycannon (yes yes, i know, i know, keep reading anyway)
I plan to use (a) generally and (b) should i need just a slightly bigger anti-armor punch (i seem to encounter an unreasonably large amount of IG and Chaos that love to sport LRs and russes)

i mean it pretty clearly states they can take psycannons... and if for some reason i'm just not allowed, i'll drop it and get the best of both worlds of (a) and (b), give both dreads smoke.
So beyond that, is there anything i ought to change?

Just FYI on the Justicar's ability to exchange his weapons: I learned that the DH FAQ 2.0 that is hidden on the GW Oz site (and that I exposed here) is no longer in use, and not "officially" recognized as meaningful. I tend to think that, specifically referring the Justicar, that ruling has been reversed. But, like many things with the DH, it's not terribly clear, either. Especially considering that it was specifically allowed at one time in the past.
My question is this: Why would you ever want to degrade your Justicar -- with his bonus melee attack with a S6 power weapon -- down to a bog-standard space marine? And spend 30 pts while doing so? I just think it's unwise in the extreme to make that trade. An 80 pt psycannon is just not cost efficient. You'd be better off buying a lone, elite inquisitor with a psycannon -- saving 30 pts in the bargain -- and keeping him close to your "mini-purgation" squad. And then you'd still have the full-strength Justicar on hand to dissuade people from assaulting you.
Other than that niggle, it's a pretty solid list as is, though Goblin is right about all the upgrades for your IST vet sgts. I'd rather those points were spent on more IST bodies, or possibly more GK bodies.

well in that case i'll stick t list a), drop psycannon.
so i have 30 points left, and no one likes what i did with be so... what to do? ea+smoke on dreads? more ists?
*but for the record the reason you'd want to "degrade" your justicar is that this unit is going to suck anyway besides their psycannon shots, so why bother spending more points to take an inq or something when you can just attach it to the justicar which you must take anyhow. obviously this unit is not meant to be seeing the front lines to begin with, it isn't going to hurt to "degrade" another unit by giving him the means to help the unit do what they're supposed to do anyway.

auspex, Targeter, and teleport Homer (sometimes sacred inscense) are all good points fillers to get exactly 1000pts in some cases, i know once i get exactly what i want, i make sure all my Leaders have a targeter, teleport homers are usually given out based on the role of the army in general at the beginning, and then i give auspex.... and then if i should by any chance have 10pts left over, sacred insence.
