The basic theme of this list is that these are criminals whose only alternative to execution is to serve in the penal legion. As for the officers, I thought that they might use this regiment as a prooving ground for new officers, so the commander is a junior, but the horifica signifies him as the company commander for the penal legion.
I know i could take shaeffer for this but i don't like his fluff. A penal legion would not consist of a few elite and well equipped troops. It would be a swarm of easy to find criminals (since almost anything is a crime in the imperium) who are using whatever they could scavange. The "good" equipment would be reserved for the regular guard regiments.

I don't normally like the idea of suicide Veterans because it seems like a waste of talent and experience, but in this case it makes some amount of sense. The idea could be that if the emperor wishes to forgive your sins than you will survive a mission in the veteran squad (which you would have to earn your way into of course) and be released. The fact that the occasional soldier from this regiment gets to go home could be used to make the others fight with greater spirit.
So what do you guys think? Anything to improve this list or add to the fluff?
I don't think conscripts can take chem inhalers, and besides, it is a bit redundant since they will have the commissar

I think the conscrips are ok as far a the chem inhalers go, but like joe pointed out, the commissar fixes that problem.
The list looks ok since you seem to be fluff based as opposed to super competitive. I peronally really like the schaeffer fluff. Penal legions aren't a bunch of street criminals, they are former military that has been piled into one big group of criminals. Soo... having well trained individuals in the mix is not all that unbelievable.
And I don't know if you have read any of the books about the last chancers, but usually the group that Schaeffer starts out with gets whittled down until he has the best individuals for the real suicide mission they are to accomplish. This is where the good equipment and the better BS comes in, since they genarally going to complete a very important objective, the imperium isn't going to send them off with a lasgun and a kick in the pants hoping they accomplish it.
Your list could actually be a great list for a hive gang style army. The bassic troops are the main soldiers/gang members, conscripts are new recruits looking to prove themselves. The vets are self explanatory, and you could even justify the commissar as being a highly inspirational gang leader. The whole army could have been pressed into service to defend thier hive which is under attack or something like that. Just another though.

Chem Inhalers as an equipment upgrade must be given to all available guard infantry. So if you want them for your standard platoons then you have to give them to your conscripts too.

nope, guard infantry does not cover conscripts. so as said before, they can't be given chem-inhalers and the commissar would cover that purpose on them being unneeded anyways.
my general idea of what a penal legion would look like would be reminiscent of the russians in enemy at the gates, but with a wave of prisoners surging forth towards enemy lines with heavy support squads under the guise of arbites or such threatening them with being shot if they don't push forward.
i'd probably do like two or three infantry platoons with two or three conscript platoons (based on size of army), equipped with mainly grenade launchers, flamers, and missile launchers (i don't think they'd be too high-speed with their gear) and a bunch of support squads behind them covering their advance and killing any prisoners who turn and try to run. could probably even fit in a few sentinels to advance with the infantry like mobile guard towers.
Yes but read more carfully, chem inhalers says per unit, not guard infantry unit. It makes perfect sense that they would be given them too. Take a bunch of bums, criminals and other such dregs of society, pump them full of drug enduced courage and send them in.nope, guard infantry does not cover conscripts. so as said before, they can't be given chem-inhalers
The combination of commissars and chem inhalers is more for fluff than anything else.
I'm pretty sure he can't have fifty conscripts though, b/c don't you have to have an infantry platoon for every ten conscripts in your army?
You need to have one infantry platoon for each conscript platoon in your force organization chart. The conscript platoon ranges from 10 to 50 men in a single squad, you are limited to buying them in packs of 10 and their special/heavy weapons options are limited based on the number of conscripts you purchase.

You need one normal Infantry platoon for each Conscript platoon.
And yes, Chem-inhalers doesn't mention "Guard" infantry so Conscripts, which are perfect for it, can take them.
You can think of the Veterans as the hardened core from your penal legion that refuse to die. They're in it till they die after all, but they've proven that the Emperor is using them as nice little murderous tools so they get access to better gear.
Or, they're not veterans. They're really bad apples. Perhaps those that display a resistance to the chemicals?
So much so that they needed to be given implants to insure obedience. They could be summarily executed but the implants are highly resilient so they can be implanted to the next batch of criminals, but you've totally secured their loyalty.
You're not being nice to them by giving coddling them to build up experience, you're using them as flesh-covers for your battle implants.

Suggestion: Model the Conscripts with chains. So you can call them a 'chain gang'. It'll represent Close-Order-Drill.
This is a really cool idea with only one problem. It would make fielding them very difficult as i would have to move all 50 of them at once with only 2 hands because they would effectivly become 1 large model.
