Unfortunately this list is illegal. You may only take one elite selection of up to 3 independant commissars. Taking 9 is not allowed. Besides, what were you going to do with that many?

If you are taking warrior weapons on your conscripts for fluff than ignor this bit, but if you are trying to make practical use of it than consider this: for the 600 points your are spending on the 100 conscripts, you could get 150 conscripts without warrior weapons. In cc, if all made it your conscripts would get 200 attacks, the regular ones would get 150, however not all are going to make it. Say that 50 are killed on the run up to the enemy. Now you are comparing 50 warrior weapon conscripts to 100 regular conscripts. Equal number of attacks, but the warrior weapon conscripts only have half the wounds.

If you do like warrior weapons than i think a veteran squad would be perfect for you. They are better than guardsmen, but since they can already take ccw without the doctrine, they cost you the same as guardsmen.

The HQ officer needs to take the honorifica imperalis (wargear).

I see you like the grenade launcher. It is a solid choice, but by equiping everyone with the same weapon you have all your eggs in one basket. What happens when you encounter someone who isnt hurt much by grenades?

That is probably enough for now, edit the list and i will comment again.

I decided to try a whole new direction with this one.
I wanted to make a more traditional guard list, but with the conscripts as a distraction/ speedbump of doom.

Fluff wise, the regular guardsmen are very well trained and equiped.
    while

    here it is:

I still need to figure out how to fill in some of the points to raise it to 2000pt.

    Traitor guard: 1360
    Warrior weapons
    Conscripts
    Independent commissars
    Carapace armor
    Close order drills

    HQ:

    Command squad = 110pt
    Junior officer
    Honorifica imperialis
    4 guardsmen
    lascannon
    carapace armor

    Elite:

    2 commissars(will join conscripts): 100pt

    Troop:

    Squad one 105pt
    Las cannon
    Carapace armor

    Squad two 105pt
    Las cannon
    Carapace armor

    Command squad: 75pt
    Junior officer
    4 guard
    Auto cannon
    Carapace armor

    Squad three 95pt
    Auto cannon
    Carapace armor

    Squad four 95pt
    Auto cannon
    Carapace armor

    Command squad: 75pt
    Junior officer
    4 guard
    Auto cannon
    Carapace armor

    Conscripts1: 300pt
    50 conscripts
    warrior weapons

    Conscripts2: 300pt
    50 conscripts
    warrior weapons
That is not dead which may eternal lie,
for in strange aeons even death may die.

Again, this list is illegal. Warrior weaopns is a special equipment doctrine, therefore anyone who is eligable to take it MUST take it if you take the doctrine. Now that you only have it on conscripts, reference my last comment about warrior weapons on conscripts.

If you lost the warrior weapons you could get a heavy weapons squad or a couple of sentinels.

    You betcha

I would go a little further and say that everyone needs some weapons with blast templates in tow. Forcing an armour saving roll is half of the battle for the Imperial Guard so the more opportunities you have to wound someone the better. That why is is sometimes better to frag misslie terminators rather then hit em with a Krak missile.

I think you need to look at your codex a bit more carefully before you re-work this list.
