Nicely laid out and clear to read. So far so good.

HQ: Drop the Plasma Pistol. It really, really isn't worth it. Neither is Carapace Armour or the Power Fist. Mostly because you can be singled out in combat and taken out before you have a chance to strike. Keep him cheap and use his Leadership abilities, he's really not a CC unit. Unless you're dead set on a Commissar Lord, a CCS is a good (cheaper) alternative.

Elites: I'm not a fan. There are cheaper and more effective ways to spam Plasma guns (Company Command Squads). You can even get two, if you like.

Troops: All good, if a bit common. Do yourself a favour and run Multilaser/Heavy Flamer instead of HB/HB. If you move, you can't fire both weapons anyway. If you're not moving... why buy a Chimera?

Heavy Support: Yeah, like it. Wouldn't bother with the Lascannons though, very pricey for little gain (BS3, remember).

With the points you save from the Lascannons, consider getting a cheap Elite Inquisitor with 2 x Mystics and Targeter (33 points) and park him next to the Demolishers. This will suddenly make them a much less attractive Deep Strike target. I would also definitely reconsider your HQ and Elites.

I'd get a company command squad instead of the Lord Commissar, the orders can be very useful, and you can mount them in a chimera.

Drop the stormtroopers and get some griffons or hellhounds in there. You've got plenty or armour busting weapons, but you might struggle against a horde.

I got the Commissar lord for a little fun, I plan on running him into stuff (Mainly remnants of units) and just seeing how much he can kill.

The reason I don't like the command squads is that it forces me to buy another Chimera and tons of more special weapon blisters and as of right now and the foreseeable future I don't feel like investing into it.

Alright I will change the bolters to multilasers ect.

I can also change the lascannons.

What else would you recommend for elites?

For this army, in terms of Elites? Marbo is always good, cheap, expendable, and he carries a demo charge. Pysker battle squads in chimeras work well, as they can fire their ordnance weapon out of the hatch, and not get shot down.

The Lord Commissar works best at the center of an infantry gunline, where he can use his aura of discipline to allow orders to get through to HWS and infantry squads more easily.

You could drop one unit of Vets for a cheap platoon, freeing you up a Chimera and special weapons for a CCS.

If this is the problem, then check out sites like thewarstore.com or bitsandkits.co.uk, there are many like them that will sell just the parts you need for very low prices. In this case, Special Weapons and arms. This is the easiest and cheapest way to include lots of extra weapons in an army and not spending tons on blister packs or extra boxes.

Also why no love for the storm troopers? They look kinda fun.

Hmm. Stormtroopers. They are fun. And fluffy. The problem that people have with them is how expensive they are for what they do. For example, if you plan to have them busting tanks, melta-vets are so much cheaper, and can achieve the same results. They can even have more weapons. But think about it. Stormtroopers are more than twice the cost of veterans. OK, they may have better armour and guns and the missions, but veterans have more options, can have the same armour, can take objectives, and still be cheaper. If stormtroopers were a bit cheaper they would probably be more popular.

The trick with them, is exactly like their background. They are brought in for a single mission. Therefore they have to have a purpose. If you want them to bust tanks specifically, then take a small squad of 5 with a meltagun, and deep strike them. If you want them to clear/contest objectives then give a squad of 5 a flamer and deep strike them. Unless you have a specific purpose in mind, then the more versetile veterans would be a better option.

Don't forget that the Company Command Squad boxed set contains plastic arms for Meltaguns, Plasmaguns, Sniper Rifles, Heavy Flamer and Flamer. Ordering these arms seperately from bits sites will cost you something like $1-2 per weapon.
