Commissars might be handy, as Helga said. They work best with combined squads, as they not only give a bonus to leadership, but they also make it easier for orders to get through. Close combat is an issue with guard, but remember; even a space marine can be dragged down by 30 guardsmen!

One of my tactics against armies such as tyranids, is to shoot them until they are almost on top of my lines, then use a combined squad with a Commissar as a 'Speed Bump'. They will take at least a turn or two to die, and will probably inflict a few casualties themselves. This doesn't always work, but it can save your day on a small board. While the guardsmen are dying, your tanks are still firing

Of course, in games based around objectives, then this isn't a good idea, but in Anihilation missions, it works a treat, as a combined squad is only one kill-point.
