Civilians of the imperiam!!

I've had this idea for a great new Race. I noticed that there aren't any races to represent the civilians of the imperiam. so i made up my own. the army is made up of entirely of troops!
I need some help so feel free to add to the list!

HQ:
Mayor: 5 points
(has 2's for all stats except Attack/Wounds and has a laspistol)
Special rules: for 5 points may have a child shield, gives mayor 4+ save)

TROOPS:

Men and women: 1 point per model (have 2's for all stats except wounds/attacks)
Squad: 50-100 Models
May take laspistols for 1 point each
( 1/2 a wound each meaning for each wound 2 models die)

Children: 1 point per model (1's for all stats except wounds)
50-100 models
May take chainswords for 2 points each
(1/4 a wound each so 4models per wound)

I find a list made up of children works great!!!

A hoard of children... my god it is just like tyranids.

New rule for the mayor: If he is in a squad he my move any wounds he takes on to the squad he is in, hence the human shield thing.
Adult stats should differ from child stats, whether it is the children who are all 1 stat lower or the adults who are all 1 stat higher.

Haha! I'm glad you liked it. I'll change the stats. But as sadistic as it is, i liked the idea of a terrified mayor using a small child as a shield
