I heard that this is actually a neutral kind of reputation from people that don't HAVE reputation yet? Is this correct? or is this for if I get a negative rep, these things are like get out of jail free cards?
Another question is, I've noticed not everyone gets the same points per rep? is there a reason to determine the amount of rep given to one person per rep? or what?
Neutral rep is just a thank you, it has no affect on the number, even if you get neg rep.
When you rep a person, they get whatever your rep power is. So far as I know, you can't make the system work to let you pick how much rep you want to give some one.

Neutral rep is given when a user who has not yet earned any rep power gives you rep. It shows up in your CP as a gray box instead of a star.
Rep power is based on how many posts you have, your reputation level, and how long you've been a member:
Note that these values are cumulative, so you gain +1 power per 90 days, etc.
- 90 days’ membership: +1 rep power
- 250 posts: +1 power
- 100 Reputation points: +1 power
So a user with less than 30 days on the boards who has less than 250 posts and 100 reputation doesn't actually add anything to your score when they rep you.
As far as a rep balancer or "get out of jail free card" I'm not quite sure what you're talking about.
Like say for instance someone gave me a negative rep, the rep "balancer" would negate (a word I never knew until I bought the 40k book) it and then the negative rep would be destroyed.
Does that make sense?
No I didn't hear it from anyone, but I had a few grey blocks in my profile for reputation and when I put the mouse over it it says "reputation balancer"
Don't worry too much about the negrep - If I'm not mistaken it's only half of a given person's rep power, so it's not quite a full blow.

Depends who's giving it, for example I apply twice as much neg rep as Duane applies positive rep. Then there's people with Rep powers in the 40s.
And of course there's BiD.
