We have been getting mixed views as to the new army lists section. Some people feel it is better to have them all in one place and some people find this confusing and difficult.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
I think it is better to have seperate army list sections for each army, because it allows someone to get feedback from people who actually play their army mre easily.
I have had personal experience where someone has posted in am army list i have written and told me that there were things that i needed to change. Then when i point out that many of their changes dont make much sense, they tell me that they dont actually play that army (this was when we orginally had onlu one army list section)
I thought it was a great improvement when there was a seperate section for each army's lists.

To be honest, I prefer just having the one forum for each game. Makes finding stuff a lot lot easier. If people stick to the rule of putting propper titles to their posts (  Space Marines ) then it is far easier to search one forum that ~12.
Most definately the multiple one.
I find that if you post a army list, it sinks to about 10th place in a day if you don't get a post a day.
This gets very annoying as you can see that people are replying, but since your post is no longer near the top no one sees it.
Personally I found getting advice on my IG lists extremely difficult, whereas my SM lists usually got about 3 times as many hits.
The individual areas means your list remains in clearer view for longer (ages in the case of IG forum as there arn't many lists posted).

Definitely one forum per race. I used to review army lists a lot but tackled them one race at a time. Since we moved back to a single forum per game, I've stopped reviewing army lists completely.
I wont make one forum for each race again. If you want each armylist to stick with each army category, then we would have to let the users post the armylists inside the army forum using some kind of a prefix in the post title.
