I'd just like a clarification on the matter... since apparently I was wrong, and insulting members IS justified in certain situations. If insults are entirely illegal then you'll hear none from me, but if they're legal in certain situation, which i think the mods said was the case, then whoa nelly.
so what exactly are the conditions? is it for mods only?
Don't you think this might be pushing it, just a teensy little bit..?
Please, I'd like to ask you to read Grephaun's last post in the thread that was closed (because nothing productive came out of it..), and see what comes from that, instead of simply putting words in the moderators' mouths.
they have admitted insults were made, and even hinted that in some cases it is acceptable. though they may have been joking. this is what im trying to clarify.
as far as what i thought were the insults, i made it fairly clear in a couple of posts in the previous thread.

You seriously want to be regarded as a trouble-maker, don't you?
We have spent too much time answering such questions already. Therefore I am puttting you on ice until we decide what to do with you. It's pretty obvious you are not suited to this Forum. Why not take some time trying to find a more mature one ?

Ryan Dancey, Vice President of Wizards of the Coast, believed that TSR failed because of "...a near total inability to listen to its customers, hear what they were saying, and make changes to make those customers happy." Are you listening, Games Workshop ?
The other thread was closed for a reason. Bringing up the discussion again won't change anything. So I'm locking this thread to enforce Chered's decision. If you seriously need more clarification, PM him and convince him to reopen the thread, or PM one of the Admins.
But, I'll answer your question before I do. It might not be what you want to hear, though.
When is it okay for a member to insult another member?
When a moderator feels it's appropriate for the situation.
And no, there will be no better answer than that. Quite simply, some questions or rules can never have a clear cut interpretation, and you just have to leave a few things to our discretion. I'm sorry I can't give you anything else, but that's what we go on. It's worked for us so far, so we'll continue to do so until it stops working.
