Skink priest + level 2
12 saurus warriors + spears + standard bearer + musician + champion + blessed spawning of tlazcotl = 212 points
12 saurus warriors + standard bearer + musician + champion + blessed spawning of tlazcotl = 188 points
5 saurus cavalry + standard bearer + musician + champion = 225 points
12 skink skirmisher + blowpipes + skink brave = 77 points
12 skink skirmisher + skink brave = 77 points
TOTAL = 997 points
It's for a friendly 1000 points match against OnG with ogre mercenaries in it

I wouldn't bother with the Level upgrade on the Skink priest. A dispel scroll or two may be handy as O&G can have a fairly nasty magic phase at 1000pts.
Also, can you please fix up the formatting in your post. It makes it quite hard to read.

The "A Smart Player Will..." theory is a complete paradox. If we make an assumption that everything we do is outsmarted, then theoretically we can never win.
Your scar-veteran should have the same blessing as a unit if he wants to join it. So atm he can't join the saurus units.
Normally I wouldn't take the blessing of Tzunki but against OnG it's just enough an initiative boost to let you hit first in subsequent rounds of combat.
A clean lvl 2 skink priest... I usually don't like those cause with 4 power dice you can either cast 2 spells with 2 dice or 1 spell with 3 dice (making the last one useless). In the former both spells are easy to dispel and in the latter you don't use the last dice. If you take the Diadem of Power, so you can store those unused dice for later use.
Instead, you could take a lvl 1 with 2 dispel scrolls for a bit more magic defense (but less offense).
Your saurus units are a bit small... if you put them 6x2 then only 2 have to die for you to lose your rank bonus. I usually use 20 or at least 18...
The blessing of Tlazcotl is nice but remember lizardmen have a good Ld system so don't panic as often. It does have it uses against outnumbering fear causing units but as only the ogre's cause fear you shouldn't need it really, if you own units are big enough.
As for the spears... some like them, some don't... I never use them really
The cavalry is nice. You could drop the standard and musician to make it a bit cheaper as they rely on impact damage. But it's kinda what works for you.
Drop the skink braves... they don't add anything effective to your units but extra point cost. Also make 1 unit a scouting unit, opponents always get a bit uneasy when there is a unit close at the start. And then they either focus to much on it or to little.

Well you're 9 points over the limit... So unless your opponent doesn't mind you'll have to drop something more.
You're scar-vet is using a great weapon so can't use his shield at the same time, and as he is in a unit doesn't really need it against shooting.
So drop a scouting skink and the shield and you're at 1000 pts
You could make the scouting unit 10 models and the other unit 13, but this is purely math based for the panic rule... with a unit size of 12 or less 3 models have to die for you to take a panic test but with 13 -16 models they need to kill 4 models. Not a big difference but still
I don't think he would care about the 9 points since it's my first time and he's playing for 2 years
below are possible amendments that you could make to improve your army list, so please take some with a pinch of salt!
this will give him that 18" charge range and a choice of two modes:
1. S7 attacks!
2. 1+ save!
beef up the ranks and they will stay, holding enemy unit in place for the killing blow!

you're getting there. and it looks good from here, though (as usual) there is still some room for improvment that we could advise you upon.
but, i find that units of at least 15 works just as good

I was thinking that the 1 salamander would be good enough to take out some pesky goblins. Then i would go after the ogres with the cavalry, And the saurus and skinks for the rest.
