This is a list that I put together to play a magic heavy Skaven army(Grey Seer on screaming bell and 2 lvl 2 wizards,total of 12 casting dice:cry.As I had said in the introductions forum I am new to the game and could use some advice.Please don't hesitate to call me an idiot if the list is a stupid one.Please help me where it is needed.Thank you!

Spawning of Quetzl (Slann unit)
This gives me 100+ models,8 casting dice and 5 dispell dice. I also thought about dropping the Blessed mark of the Old Ones and 1 Skink and Salamanders for the Stegadon,is this a good or bad idea? Thanks again!
Your list seems well put together, although i have no experience fighting skaven, and have yet to actually play a game with my lizards.(spending all my game with TK). Still.
You have a strong caster, some nice blocks to soak up and dish out damage and some heavy hitters with the krox and salamanders.
that Diadem should help you balance out the magic phase until you can eliminate some of his power dice/casters.
How about losing some of the slanns guard to take an old blood or saurus boss. A nice hard hitter in one of the units... ?

Your list does look pretty good and I only have a couple of suggestions to consider. Some are just style choices.
Skink Priest- Why mark of the old ones? Will the d3 re-rolls help that much? Also, are you sure about 2x dispel scrolls? You already have 5 dispel dice without using the Diadem. A magic heavy army would eat those quickly but an average one should be stoppable with that many dice and one dispel scroll. You might also want to consider making the priest a scout. He can be the Slann's eyes if your opponent is hiding something behind some woods or hills.
Saurus Block- I'd upgrade one of the blocks to Temple Guard. I find the Stubborn-ness that they inherit with the Slann invaluable. I slap Tlazcotl on my TG and use them as the Anvil for other blocks/Cavalry/Krixigors to Hammer-ize. You might also consider dropping down to 3 ranks instead of 4. The extra 60 pts for the +1 combat resolution always seems steep to me but it is really just a personal choice.
Finally, I like the Salamanders. They can wreck those hard to hit units, lone mages, and the like. Or you could use them to thin ranks. In your list they fill in some needed ranged help. A stegadon would add a little ranged fire power with his Giant Bow but is really a combat beast. With 4 Saurus blocks and a 4 strog unit of Kroxigors the extra melee hitting power isn't as needed.
I think your list is very viable. Remember that you are slow. You'll need to play accordingly.
You can't give temple guard blessed spawnings
Just one thing I don't understand, what will You use the diadem for? You won't use it for the dispel dice, because You'll don't even have enough (opp 12 casting dice vs. 5 dispel dice + 2 scrolls), and neither for the casting dice, as You have 8 dice (+1 for each slann spell) for the opponents 6 dispel dice + few scrolls for sure. IMHO I'd suggest You to drop it together with the skinks blessing, and get another tiny priest, maybe get 20 more points to get him one more scroll... He'd serve You better.
Another thing: What do You know about Your opponent's shooting? You are sloooow, and if he has firepower (at least my skaven opp. has lots of it) he can blast You back to stone age before You reach him, and even after that he can still sacrifice awfully lots of slaves, as he can shoot into close combat, don't forget about it!
