It says that Cold One Cavalry are equipped with spears, shields, and hand weapons. This would seem to call for three arms where only two will fit. How do you model Cavalry to show all of the equipment? Thanks in advance for the advice.
You don't, just equip them with the spears, and give the commander a sword to make him stand out a little more, everyone comes equipped with hand weapons, so you can just model them with spears and shield and all will be well.
all units are equiped with hand weapons the only real weapons you have to show is the more optional weapons like spears,great weapons,etc that you have to pay more points to equip

On the first turn of CC (only if they charge) they use the Spears, and on the second and on, they use hand weapons.

Actually, you can't opt to switch weapons in the second round. It is still assumed you are fighting with spears, you just don't get the bonus after the round you charge.
Just give them spears OR hand weapons whatever you decide. Since the rules say you come with both spears and hand weapons, you don't have to represent both. Choose what you want your models to have, and go for it.
When it comes to game play , I can understand WYSIWYG (What You See Is What You Get), You might not be as inclined to charge a unit that is brandishing spears. However, I have never met an opponent who won't accept me declaring before we start, "by the way this unit is equipped with spears or has great weapons." So long as I've paid the points and let them know ahead of time, they are okay with it. The game should be fun. And if you choose to model you units one way, people shouldn't get upset about it.
