Okay while I was looking through the legendary battle rules I noticed on the ally chart that the lizardmen are occasional ally's with everyone but ogres. Then it hit me why are the lizardmen not enemies with the skaven, dark elves, beastmen, chaos, and any other foul chaos spawn. It just bugs me they would never aid any of those races and instead hoave vowed to destroy them so why can they be occasional allies the lore just will not allow it.
The Lore will allow it. They operate on the will of the Old Ones, as the Slann interpret it. Think Eldar in 40k.
That Khorne army you help today, might be the one that turns on and slays the Nurgle army tomorrow, that if it handn't in 100 years from now the nurgle army would have been the foundation of a massive diseased assault on the Southlands.
The Skaven army you flank for and aid today, might be the army that attacks and infects a Tilean lords lands tomorrow, whom if he wasn't slain, would have funded an expedition in 20 years which raided and succesfully stole a powerful artifact.
The Slann work in mysterious ways. Prescience rocks when it's right.
The only thing that doesn't mesh with the lore, is the fact they aren't allowed to ally with Ogres. Also keep in mind, just because they can doesn't mean they do more. USUALLY the Lizzies show up to aid the HE's, or other light races... but sometimes in the morale grey areas of Warhammer it's the evil armies that might be more useful.
After all, that DE army you help today, might raid and take slaves tomorrow, and one of those slaves if not made a slave would have grown up to be a great Chaos warrior that would lead a massive assault on the old world against all that is good.
Hence why they "help" EVERYONE (though keep in mind, aside from some rare Skink envoys most other armies never get an explanation and the Lizzies leave after helping without a word, and none but a RARE High Elf has ever have had explained why the Slann have done something). (and generally then only because they can barely understand it, and the Slann have passed off some of the duties of keeping Chaos in check onto them).
But even then, sometimes the Lizardmen fight the forces of good. The High Elf they fight today might need to die in the old ones plans, because in 100 years the son he would father would turn to Chaos and destroy a critical mystic defense against Chaos. The Wood Elf army they attack might one day be the precurser to a Wood Elf colony in the jungle which would threated the Lizardmens control of their homeland.
So everyone can be a friend, or an enemy, to the Lizzies. They are neutral, not in their goals (which are generally good), but in they play the game for such long term stakes that their short term actions make no sense to virtually anyone. Even the brightest, longest live, most powerful High Elves can barely follow parts of it.
Think like that, and what it's like to be commanded by beings that see the future, and you have a rough idea.
