I have a Scar-Veteran in my (currently, while we wait for new minis) 500 point army. My friend plays a Wood Elf army and his Noble (I think) is just too powerful.
What would be the best combination against him?
Right now, I have Jaguar Pendant, Jaguar Standard, and Tzatcotl (I think...)
And as for challenges, is he allowed to challenge my Scar-Veteran every turn? His Annoyance of Nettles spite is seriously annoying!
A Jaguar Saurus of Doom (tm) would do excellently against Hippy Elves (so Jaguar charm, Great weapon, light armour, shield and maybe BSo Sotek). If their hero is annoying you with nettles I suggest you don't engage him and instead run down things small units with him (so almost all of his army).
I would also suggest you utilise Salamanders preferably or, if you don't want Salamanders, Saurus Cavalry (Wood elves are one of the few armies where Saurus Cavalry are better then Kroxigor) as both kill Wood Elves very effectively. Lots and lots of skinks will also ruin his day with Saurus actually giving him an advantage (it gives him a slow unit he can easily outmanoeuvre and shoot).
The only problem with your totally awesome suggestions is that we are currently playing only 500 points. My Sallies would equal nearly half of the spendable points!
So he can only challenge my hero if they are engaged in combat, or something similar?
I'm pretty sure characters (and champs) can issue a challenge only if they are in the same combat as each other, but unless a special rule dictates otherwise, this can only be done in the combat phase, and only once, then the challenge lasts until one or the other is dead, the victor may issue another challenge if he gets into another fight.
My best advice to you is to make a jaguar saurus of doom an kill off all his other units with it.
Let your skinks poison shots kill the character.
Though, if you can afford them, salamanders are awesome against elves.
If You would like to take the enemy hero head on in a duel try my favourite combo:
Scar-Veteran on a Cold one, with shield and light armour sitting on a Cold One, with an Aura of Quetzl. If You still have points give him a Sword of Might, if not give him a simple spear. Also for the +1 I I usually give him a Sacred spawning of Tzunki. He has a 1+ armour save, so anything with at max S4 is a 2+ armour, and has a 4+ wardsave against anything of S5 or more. If You don't roll too much 1s he will live till the end of battle.
Also he causes fear, and his mount is also S4...
I know that it is hard to hit with only sixes, but that is why You have 5 hits... If you hit, You will probably cause a wound, so try to get the 2 needed sixes to kill him.
How much magic is in your games of 500 points? If its very little then you could try using a lvl 2 skink priest to drain his basic 2 dispel dice then use Blood Statuette of Spite on his hero. Its a 50/50 chance you will do a wound and then a further 50/50 if you kill his hero. Quite a nice trick if you pull it off.
Also lore of heavens is fairly good against Wood Elves, the magic missiles dont have a limited range and the ward save against shooting is nice versus the elves.
I would opt for Salamanders, two for 130 points is bargain considering the damage they can cause and they are quite well equipped for hunting the wood elves through terrain as they move as skirmishers, this means they also have 360 line of sight so cant be outmaneuvered.
To equip a Scar Vet to kill his hero I would opt for Sword of the Hornet, Enchanted Shield, Jaguar Charm, light armor and give him blessed spawning of Sotek. Although at 157 points he is not cheap, he strikes first with 5 attacks on the turn he charges with str5, combined with a 2+ armor save and high movement he makes a deadly hero killer.. Another option is Bane Head so that a single successful wounding hit that is not saved will slay the Elf. You could also give your Scar veteran Blessed mark of the ones to re-roll some important dice when dueling the character. Another option is Venom of the Firefly Frog, though you would be still needing high rolls to hit the character with poison any 6s auto wound but he is already str5 vs the elvf's low toughness so it isn't necessary.
The cold one suggestion is also good, the dino mount is a brilliant way to add another attack, boost the characters save, increase movement and add fear but it would limit line of sight which could prove fatal against the high maneuverability of the elves.
Two Suggestion 500 point lists;
Scar Verteran with light armor, jaguar charm, enchanted shield, sword of the hornet and blessed spawning of sotek
11 skinks - scouts
2 salamander hunting packs
496 points total
skink priests, lvl 2 and blood statuette of spite
12 skinks - scouts
2 salamander hunting packs

i dont have that problem because of my conbination, scar vet more scimitar of sun resplendent more LA and shield. my friends go crazy with this guy
JSoD: Jag Pendant, Aura of Qutzel, mark of Quetzel and Sotek, La, Shield, Great weapon (I think this pint total is under 50pts)
2 Plus Armor Save (1 plus in combat if you use HW Shield) and a 4 plus armor save against anything that significantly reduces the armor save.
5 Str 7 attacks off the charge.
I suggest complementing this guy with FSoD
Cloak of Feathers, and sword of might.
These two guys will take out complete units by them selves. Combo Charge with them and litlle with stand up to them.
Just a tip, against WE you don't really need the GW, since against the real elves you would be wounding him on 2s anyway, and he can't get an armour save higher than 3+, which is only when they really want to survive (if he has forest spirits that would be different, but since at 500 points the only unit he would take would be dryads, which you would still would on 3s, so you still woundn't GW). I would suggest just charm of jaggy, sotek, and maybe enchanted shield, to still keep him quite cheap.
