Like I said, im new to lizardmen and have some questions. !st question, even though i personally like the shooting and magic phases, so i will be taking a slann as a lord when i get there, just for reference, i was wondering, is

Personally, I find you can make a better Lord by giving the Oldblood/Carny magical gear.
Plus, I don't believe the changes he makes to the list are that useful. The ability to take Cold one Riders as core is nice, but... I can't imagine myself ever not wanting a few units of Skinks with my core... nor filling up my compliment of special.
As a purchase- I'd say he is worth it. For starters, the model's fantastic but also you can use him as an Oldblood on a Carnosaur; and they're a hell of a lot of fun! You've not felt power until you've had the two chuck 14 attacks into a gaggle of Elves.
Ok, second question, what is a good starter lizardmen list and a good starter warhammer in general list as i started in febuary with some dwarfs but have not had much playing time.
As a starter list, that depends on what you're wanting your army to play like.
You've already stated you'd like to use a Slann, but I'd recommend against getting one right away- Ideally you'd want to look at what you'd want in your 2,000/2,250 list and then pluck 1,000 points of it out and make a list- this helps you get the feel of your army with lower pointed games and makes sure you're not buying unessesary models.
One thing I'd definately tell you to get is a Skink Priest- you'll want one alongside your Slann when you hit bigger games and a single level 2 magician is the normal level of magic taken at 1,000 points. Along with that, I'd get 2 units of 12 Skinks! Skinks are very very good at small pointed games where your opponent is going to lack the bodies to pin them down or the weight of missiles/magic to kill them with any speed. It's also great fun to ruin the day of some smarmy High Elf player's Hero level dragon with your cheap poison. ^_^
Also... Slann are expensive units once you've brought their magic items so Skinks provide vital low-cost core units.If you have the money, Salamanders are also well worth getting- they gel with Slann lists and are devastating at small-pointed games!
I don't have a calculator to hand, so I'm just estimating here but to me this seems to be at about 800 points and I'd use every model present in a Slann list!

But the best thing you could do is write up a list for yourself and play a few games with borrowed models, see what you like and don't like- there's very little point in playing with a powerful list if you're not enjoying using it.
