I got charmed by the reptilian race, Lizardmen, for a few reasons:
-Saurus, with strength and toughness 4 plus 2 attacks to boot makes these a rock-solid core unit, that is very hard to shift. Me likes
-Characters, somehow the characters appeal to me alot. I like the saurus scar-veteran and the low-costed skink priest. Plus, lore of heavens is the favourite lore of mine.
-Kroxigors, somehow the favourite giant-ish unit of mine, hitting with strength 6 (right?) and able to hide in a unit of skinks also adds to it.
-And the fluff, being the true 'ancients' of the warhammer world touches the cold-blooded heart beating under my chest.
Now, I've decided to start out small. I have a few ideas on a small list.
Characters: Do you prefer a cheap Scarvet with say, great weapon, light armour and a shield, put in a unit of saurus (14 of them)? Or possibly a sneaky skink-chief with some magical weapon in a skink unit? I'm not keen on using magic at low points so Skink priest is out of question. I'd like to hear ideas of cheap lizardmen characters at about 100 points.
Core: I remember someone saying that the saurus warriors should not be used in under 1000 point games. Is this true? They're fascinating, but if the latter comment is true, I'm willing to drop them out. And if I were to take a unit, how should I use it? 15 of size with spears and shields? or just hand weapons?
On to skinks: How to use these effectively? I'm about to take 2 Kroxigors and hide them in a unit of skinks.
Here's a sketchy list I came up with in a short notice:
Scar-vet, cheap equipment, maybe in the Saurus unit
11-12 Saurus with spears, running 6 wide ofcourse. size depends on the Scarvet's role.
10 Skinks, skirmishing
16 skinks, with 2 Kroxigors inside
Here's the idea of what kind of a 500 point list I'm about to make.
I'm very grateful if you read the list and take time to comment and post your ideas on how I should proceed, what magical items and configurations to use and so on. Also, your own experience with playing lizardmen at this small sized game would be appreciated!
EDIT: Bah, my apologies. Ofcourse the skinks have to be 16 of size if I want to add 2 Kroxigors

I've been woefully underwhelmed any time I've used a skink chief without the Stegadon warspear in both editions (6th & 7th). Personally, I like a scarvet on the horned one, he's a little more expensive, but has 4x the movement, you don't have to worry about stupidity and he has a 1+ armor save. You even have room for enchanted shield or my personal favorite, venom of the firefly frog (imagine him and your spear saurus all getting poison attacks) He also has the ability to shoot out of the unit if needed and dispense with lone monsters, fast cav, warmachines or flyers, etc.
I would use saurus in 1k games. I don't think I would ever use skinks with kroxigors mixed in at any level. Skinks work best in skirmishing units. Maybe run some kroxigors on their own or get some terradons. Drop rocks in small games can ruin the opponents' day.

I like your thought process in starting your army u have a good base of what u wanna do. i do agree with the other guy its hard to take a skink cheif and run him as your gen even at this early part of your collecting, a cheif is soo hard to keep alive not to mention a four att base gen with str 5 and tough. 5 and thats just base, is really hard for anyone to deal with in a small game. i would start with about 30 skinks a few terridons and all the rest sarus they are so solid with spears getting 4 att per saurs in the front row is sooo nice. the other thing i would buy even if u cant fit in your small army is a steg or 2 bc besides the sarus the best thing lizardmen have going for them is the eothg its nice to have a 2+ armor save with your preist, also its soooo hard to protect him bc if hes not on a steg the only thing he can ride is a horned one and that takes up 35 points of his magic points which should be used on the didem or dis scrolls .Teh kroxagors in this edition im still upset about they moved them from str 5 to 4 which may not seam that bad but it makes a big diff. not to mention they can no longer charge throue skinks which was very nice, not to mention there 5 points more now compared to the last edition i have 24 of them that i used to run in 2 big units and just smash people but those days r gone . Put your faith in sarus they have long served the lizardmen well
