This is what I found. I don't know which edition the rulebook and models come under though. probably quite old as I had trouble finding much on it.
    • 288 Page Rulebook
    • 38 Empire Soldiers
    • 1 Empire Cannon
    • 1 Empire General
    • 1 Orc Warboss
    • 35 Orc Warriors
    • 1 Orc War Chariot
    • 1 Ruined Building
    • 3 Weapon Templates
    • 8 Assorted Dice
    • 2 Range Rulers
    In short, no lizardmen.
Eldar: Hakan-eth Craftworld - Lead by Head Farseer Jaraith 2500pts
    Tau: Yihe'ya Sept - Lead by Shas'O Yihe'a Montro Myen Kauyon 1500pts

I was given this for christmas a very long time ago.
    It contained:
    20 saurus
    32 skinks
    12 knights of the realm
    20 or 24 bowmen
    2 plastic range rulers
    3 nifty card buildings
    old rule book
    old battle book
    roster sheet pad (wicked)
A couple other things but I forget what.

Decoinferno is referring to the starter set released for 6th edition. The one you have pictured was released for 5th.

For accuracy's sake, here's the list of what's in that Starter Box, right from the official GW website (or at least, how it was at the turn of the century... ):
