I would like to start with a 500pt force, and add from there. The problem is, I have no clue on how to go about it and have lots of questions.
1. For my general, should he be a melee or magic type? Maybe have one of each?
2. Would a stegadon be just too much/ unfair for such a small force?
3. Should I arm my saurus with spears?
4. What should the sarus/skink ratio be?
5. Should Kroxigor be added?
I'm open to other/all suggestions as well.
500 points is a bit small.. hmmm...
Just remember to hit your minimums. At 500 pts it is hard to get a good magical general unless you're going to use a stegadon (engine of the gods). Of course, if you use a stegadon, that's 300+ pts and you'll only have room for around two units of skink skirmishers (or such) for you're mandatory core. So it is probably not a good idea seeing as how you're entire army will be essentially tied to one model. If you use Saurus, spears are pretty much a thing you should always have unless you really need to conserve points. Remember that Saurus with spears can still fight with hand weapon and shield if they start a combat that way and stick with it for that whole combat (aka until the enemy unit/s are destroyed or flee). Kroxigor could be devastating if you can fit them, but at such a small point army that might be a bit rough.
Other then all that, I dunno.
1. I'd go with melee, a scar veteran is as good or better in combat than many other armies lords. Also, you'll really struggle to make a magic general worth it at this points level.
2. Yeah, even a "naked" one would be almost half your points. You can always add one later. They are very useful in larger games.
3. Always! Always! Always!
4. more of a tricky one. At this points level i'd go for a scar vet a small block of saurus, maybe 12-15, a unit or 2 of skink skirmishers and whatever else you fancy with the points left over.
5. Kroxigor, hmm. Should never be added to skink units as that is a waste of points, a unit on its own might be good at this points level, but there are generally better choices in the list. compared to a unit of 3 kroxigor you could get a unit of 5 ciold one riders for only 10 points more, much better in my opinion.
As for general comment i'd try an sneak a salamander in somewhere. They are my favourite lizardmen unit. As a suggested list maybe:
Scar veteran - 111
13 saurus - 174
10 skink skirmishers - xxx
10 skink skirmishers - xxx
Salamander - xxx
Comes out 500 exact, gives you plenty to throw about. Or drop a saurus, the banner and musician, a unit of skinks and the salamander and take 5 saurus cavalry.

I would have to disagree with you there, i believe a skink force with lots of manouvarability is the way to go at 500pt i usually run:
-Rod of Storm
10x Skink Skirmishes
10x Skink Skirmishes
It is very fragile, but with the terradons march blocking from turn 1, your army will run rings around the oposition. It is a very effective small force.
Actually, -The-White-Lizard- has a good point there, I didn't think you'd be able to get good magic without more points. However, that army is going to be rather fragile and have close to no ability to fight anything in close combat. In the end, you should probably go with whatever fits your play style the most. If you knew what kind of armies you'd be fighting that may help too.
Well that's an equally viable an very solid magic list for 500pts, nice work. I was thinking more along the lines of a general introduction to Lizardmen, and i've always seen Lizardmen as Saurus backed up by skinks. In all my 11 years of it, I've only ever run an all skink list a handful of times. Maybe im missing out, but i do love watching the enemy melt away from or bounce off a big line of spears.
Well Ive been playing a warbands campaing with my new lizardmen. Started out at 200pts. I didnt go for magic (since the warbands rules kinda brick wall that) so I dont know if a priest is the way to go. I fielded a unit of saurus to get decent hitting power and a unit to pressurize the enemy, add 2 small units of skink skirmishers to that and you always have either the saurus of the skinks in the flank and another skink unit in the rear!
I later on added a salamander (Yeah marching and shooting ) for more pressure and shooting! And I must say I love the salamander.
So I would go with a sturdy block unit to take the hard hits, and 2 units of Skink Skirmishers too guide the enemy to wherever you want them too be! So I think that the list White Lizard posted is pretty good, but I would try to get some saurus in there...
An effective army I have seen.
Skink chief+Steggie+Stegie Warspear- comes out to about 370 something points.
Put everything else into Skinks, two units of about 14 or so.
If you get to charge you probably win.
I will admit that having a nice line of saurus is very comforting, and is definately a good place to start with lizardmen.
Yeah, the thing with the saurus is that if an opponent sees them they get scared, and try to ignore it... wich is pretty though cause a saurus has that M4. So you can actually scare enemy's into fighting the wrong battles!
And I must say that skinks are a great, you can outmanoeuvre the enemy whilst shooting (though the BS3 kinds makes it hard to hit (moved-1, long range -1, multiple shots -1)) but sometimes its great too have a sturdy backbone that you can rely on for taking on the enemy's though CC units (I think a steggie would do the trick though )
