Can you have too many skink skirmishers? In my limited experience, solid blocks of saurus work well and all, but I feel that skink skirmishers are all around a good anti-charge unit. Currently, my armies core units are:
15 saurus (hand weapons)
15 saurus (spears)
10 skinks (blowpipes)
12 skinks (blowpipes)
12 skinks (blowpipes)
12 skinks (javelins)
I will say, I do have a thing for poisoned attacks. Any tips for when you too much of one unit?
I like the SS, they are pretty good at harassing and combo charging into a flank. I do however belief that 2 units of 10 is enough on a 1000pts game.
The fact that any arrow pointed in their direction will probably kill one (due to heart failure probably) and the part where they haven't got any offensive skills makes them mediocre at best.
At the other hand, they are cheap. So I would say its a balanced unit. But one with a specific role: harassing.
I don't know about the skink blocks. I never tried those before.
What points do you play? I never have that many core troops, after my characters and Cold Ones I tend to have just enough points left for a block of SW and two units of 10 SS.

vs lightly armored armies where poison can work well, like Beastmen, then Skink Skirmishers work very well. The more armor the enemy has the less effective they will be.
Vs low WS, low S, Low T armies, Skink in block units can at least be on par. Vs Skaven Slaves, for example or armies that use lots of swarms. If you need the extra punch in such a unit, you need a Kroxigor to help turn the tide in your favor.
Skinks are great, but yes you can have too many. But the four units you have isn't too many in my estimation. You would want your warriors units a little bigger though.
I am right 94% of the time, why worry about the other 3%.
I have heard that saurus blocks of 16 work better than 15

vs Greenskins with lots of gobbos, you have to make the choice- the one big unit of skirmishers could do damage and still be expected to be even with a large Goblin mob. If the enemy has orcs close by, then probably not.
A big unit of skins with it's allotment of Kroxigor's could do something vs Orcs, sure.
Yeah at 2770pts I could see myself take that amount of skinks.
But indeed as said before, it depends on what you are going to face. Skink Skirmishers are great against high T low AS armies (and dragons ).
And I would field some Skink Blocks vs gobbo's or Skaven... but they shouldnt be regarded as the backbone of an army (in my oppinion).
