    Right, this is my idea:

    Scar-Veteran 113
    great weapon
    light armor, shield
    Spawning of Tzunki
    Venom of the Firefly Frog

    Skink Priest 120
    2nd lvl
    Dispel Scroll

    15 Saurus Warriors 215 w/Scar-Veteran
    Full Comm
    Spawning of Tzunki

    16 Saurus Warriors 227
    Full Comm
    Spawning of Tzunki

    12 Skinks 72
    javs, shields

    12 Skinks 72
    javs, shields

    3 Jungle Swarms 180

    = 999

The saurus blocks march forward, screened by the skinks. The swarms cover the most dangerous flank (read: where the enemy cav is). The priest has its go with second sign (what surprise).

I've chosen Tzunki because it the cheapest, two units with Tzunki are cheaper than one with Quetzl. And with I 1, the saurus could use some enhanced wit. And now hopig there's a lot of water/marsh on the field.
Think it's solid. The saurus will break most opposing regiments, as long as I charge. The only thing I'm afraid of is a magic heavy army which can take out my priest in the first or second turn. Like the HE with SW.

As stated in the title, comments?

I think that you have a well balanced little army there - Tzunki would definately make for some of the most interesting conversions.

Id be tempted to drop a swarm and a skink unit and take another skink priest if you are worried about being outclassed in magic. I would also drop the javelin and shield option for the skinks (no matter how cool the models look with them) and replace them with blowpipes, as the range is better and the shots doubled.

IMO, an extra point of initiative is really only gonna help against VC and TK, where the basic troops are the same I, but against most armies, you are still gonna be hitting last, so I would drop the spawning and take spears. My favourite combo in that vein is a unit with spears and the spawing of sotek and full command. That champion dishes out 4 attacks on the charge, which is better than most heroes.

If I drop a swarm, the unit won't hold against a heavy cav charge. Which is what they're there for. So that won't do.

But why swap javs and shields for blowpipes? Their work is screening in the first place, and then hoping there are enough left to have some effect. Against shooty armies I'll need the extra save. Don't I?

Spears would make them perform better. But they're so damn expensive, 2 pts. That would make 1 unit with spears cost almost the same as 2 units + the vet with spawnings. And the second unit will have nothing.
And an all aquatic army (except for the swarms), colored like Tzunki does have sth. But couldn't I just make it a sacred host in the same run?
Btw, how does such a Sacred Host work?

a cavalry unit will only be able to break a unit of saurus with full command and ranks if they are lucky, if they are charged from the front. Plus you shouldnt rely on small poisonous things to fulfill your battle plans.

btw, I dont have my book here, so what does the venom of the fire fly frog do again?

The Venom of The Firefly Frog makes your attacks magic and poisonous.
    S5 + poison + magic attacks + great weapon

And my battle plan is "run them down with saurus" (easy enough for the saurus to understand  ). The rest is just support and protection for a few turns, so the saurus can do their job.
That the skink attacks are poisonous are just a nice extra.

make sure that you charge with both units of saurus at once then, against a single enemy unit, because you will want to make sure that the enemy breaks and combat resolution is how to do that the most successfully

4 poisonous S7 and 7 S4 attacks with the first and 9 S4 attacks with the other.
Full Command full rank bonus. Most units will break to that I figure.

Too bad that with this low I, the pursuit won't be that great.

WHFB doesnt use I in pursuit. its all down to M.
I is only used to discern who gets to hit first in combat, and combat always goes in I order, unless someone cgharged, in which case they go first, unless theyre zombies

And about the changes, spears and sotek looks good. But it'll be a very expensive unit and opponent will probably divert all its energy to it. Spreading the strenght over 2 units will force him to choose.

if they do divert their attn towards that unit, its only in keeping with your 'saurus stampede' tactic. once you bust straight through everything they could throw at you, you'll be able to smile at the defeated look on their face
