hi i actually have:28 saurus,24skinks,8coldblod riders,1 scar on carnosaur, 1 slann(old model),1 steggy,1 sham skink,1 salamander,2 korxie
how can i build a competitive army list whit the least waste of moldels i already have got?

The great thing about lizardmen is that their units are very solid anyway, and even the most basic list is a force to be reckoned with. Take my tournament list for example, in 2300 points it contains one special choice and one rare choice, the rest is made up of characters and core (although i still feel leaving out terradons may be a fatal error, more playtesting i guess...)
Let's have a look at 1k points for the moment. For the time being your could use a saurus model as a scar vet to give your saurus unit(s) a little more hitting power, as you can't use your lord models in less than 2k points. And a single priest simply wont cut it, you need a general with a high ld. If you have a saurus unit without a character in it then be sure to take FC.
Is there anyway you can get your hands on some more saurus? Even 4 more should be ok. Have a look around ebay and see what's going cheap. Then you could make two units of 15 each led by a scar vet for extra hitting power.
Take your skink priest for sure. I would give him two or three dispell scrolls and simply sit him out of harms way, attempting second sign each turn. Stick a couple of bs of tepok on your scar vets and you've got a sound magic defence (2/3 scrolls and 5 DD). A common tournament play is to choose a magic phase and say "no". With your defence in 1k points you could effectivly attempt to shut down your opponents first two magic phases as you try to reach him unscathed.
As for the two uints of skinks, i would take some as scouts. Maybe ten scouting skinks and the rest as a unit of 10-14
We're now approaching the end of the list and now we have more of a choice. You could stick a steg in and say done. You could pick up another krox, take a unit of these bad boys and your salamander. Or you could go with your unit of cav. It all comes down to personal preference here. Me? I would go for the steg myself, it's a pain in anyones side
If you looking to make a 2k points list you may find that you start to struggle. But follow the same way of constructing the list and you should be fine. These are some pointers i would give
1) Lizardmen core choices are your best friend. Saurus, skinks and swarms are excellent and should definately form the main bulk of your army.
2) If you deploy correctly (this will take many years of practice to get spot on) and think positively you are 90% of the way to winning
3) Look at the board and ask yourself "where do i want to be on turn three?"

All very good ideas, just wanted to point out that a skink priest can only have 2 scrolls maximum because of the 50 point limit on magic items.
