In the rulebook it says that if you have a character or unit with this it adds 1 dispel dice to your dispell dice pool but on gw website it says you get magic resistance of (1) for that unit/character.

it also says
" * All units and characters that may take a Sacred Spawning must bear the Sacred Spawning of Tepok. Core units with this blessing stay Core, but if given a second Sacred Spawning are moved to Special.
* Skink Skirmishers and characters must purchase the Sacred Spawning of Tepok for +20 points per unit, and +20 points per character, granting them Magic Resistance (1).
* Skink Priests in a Sacred Host of Tepok are only allowed to take their spells from the Lore of Light.
the rulebook and the website don't seem to match up unless i'm reading it wrong, can anyone clarify how the blessed spawning of tepok actually works?
The Sacred Hosts are a special set of rules. Those rules are put into effect if your army is a Sacred Host of X. Ordinarily, Skink Skirmishers and characters are allowed to take only a very limited range of spawnings. Skink Priests are also limited to the Lore of the Heavens.
By taking a Sacred Host, you get additional bonuses, and additional requirements. You must pay for the sacred spawning for every unit/character that can take it. You also have to pay the cost listed for any skink characters. In the case of the Sacred Host of Tepok, you also get the benefit of MR 1 for your Priest(s), along with the regular benefit of the Tepok Spawning.
The short answer is that the extra MR is just a perk of taking a Sacred Host; if you're not taking the Sacred Host, just use the rule for the Sacred Spawning in the rulebook.

If you play sacred host then saurus (not TG), saurus characters, skinks and skink characters must take the spawning of Tepok. It gives skinks and skinks characters magic resistance (1), but does not add an extra dispel dice to the pool.
For saurus characters and infantry, it has the usual effect.
If you aren't playing sacred host, then you simply follow the rules for the spawning in the lizardman book
But he used lore of light and magic resistance on his priests which means it had to be sacred spawn of topek right?
He also didn't have it on his 2 units of skink skirmishers and 2 units of saurus warriors even though he was using sacred spawning of tepok. He is breaking the rules right?
Just clarifying so i don't look like a jerk when i play him next.
First, I'd clarify whether he's actually playing a Sacred Host army. If a player is playing a Sacred Host army, he must apply the Sacred Spawning to:
Heroes/Lords: All Skink & Saurus characters.
Core: Saurus Warriors, Skink Skirmishers (not Jungle Swarms nor Temple Guard).
He doesn't apply it to:
Slann Mage-Priests, Jungle Swarms, Temple Guard, Kroxigors, Terradons, Saurus Cavalry, Chameleon Skinks, Salamanders, Stegadons, or Dogs of War.
So, onto your questions:That sounds right. Skink Priests using the Sacred Host of Tepok must cast from the Lore of Light, and get magic resistance. That assumption is borne out by the fact that Skink Priests ordinarily can't cast off that Lore list, and that there doesn't seem to be a magic item the Skink Priest could take that would give him Magic Resistance.But he used lore of light and magic resistance on his priests which means it had to be sacred spawn of topek right?Perhaps inadvertently, but yes. If he is playing a Sacred Host army, he must put the spawning on each unit mentioned above.
