PVA does tend to shrink as it dries so what looked like a filled up base may not be after it's dried. Might need a second or third go at it to get a finished result.

I've grown to love Weldbond for my basing - it behaves like regular white glue, but it's powerful stuff. (and only slightly more expensive!) One too many disintegrating bases had me looking for something better than plain old white glue, so I tried Weldbond and never looked back. My bases are nigh-invulnerable now!

Just be careful with the pva, if you want to take the paint off your models the pva will turn to useless goo in the presense of chemicals that strip paint.
